Overview

Cost savings during construction of the alley improvement project have resulted in the ability to add additional alleys for replacement into the contract.  One additional alley has already been added to the project in June and work has been completed.  There are still available funds to add a second alley location into the project which will result in a contract change order of approximately $9,600 to fund the additional work.  The change order allows for an additional alley location to be replaced and adjusts the contract with J. Nardulli Concrete, Inc. from $1,486,455 to $1,496,055.

Fiscal Impact

There are currently sufficient funds in the FY2015 Capital Improvement fund for Alley Improvements, account no. 3095-43780-101-570964 to cover the $9,600 cost for the change order to add a second alley location to this contract.

 

Background

The first alley contract awarded in 2015 is substantially complete and cost savings on various items during construction have resulted in significant savings. The original construction contract included replacing 15 alley segments on the south side of the Village.  With the cost savings staff authorized adding one alley location to the contract in June of 2015 since it fit well within the awarded contract amount.  Following completion of this alley there is still approximately $40,500 of savings in the contract which can be used to fund the majority of the cost associated with adding a second alley location into the contract. 

 

The second alley location to be added to the contract will require a change order to the original contract to add approximately $9,600 in funds to cover the cost to replace the additional alley.  There is approximately $32,729 of remaining funds in the FY2015 Capital Improvement Fund for Alley Improvements to cover these costs.

 

The alley location proposed to be added into the contract was originally scheduled to be replaced in 2015 with this project but was removed from consideration because of cost increases for concrete.  The contractor, J. Nardulli Concrete, Inc., has done an excellent job on the project and has agreed to add the second alley into the contract.

 

Alternatives

The alternative is to not authorize the change order and to end the project without replacing an additional alley.

 

Previous Board Action

On March 16, 2015 the Village Board authorized a contract with J. Nardulli Concrete, Inc. for the 2015 Alley Improvements, project 15-4.
