Overview
The Public Works Department disposes of approximately 2,500 tons of excavated materials per year from water and sewer repairs. This agreement allows for the disposal of the spoils at a local Waste Management transfer station. The Water & Sewer Division is expected to exceed the current contract amount for excavated material disposal. The existing renewal agreement must be amended to cover the estimated overage.

Fiscal Impact
The Fiscal Year 2021 Water & Sewer Fund Budget provides for dumping and disposal of excavated materials in the Water Budget, External Support, account number 5040-43730-777-530667 ($50,000.00) and in the Sewer Budget, External Support, account number 5040-43750-781-530667 ($45,000.00).
The total original requested amount for this agreement is $95,000.00 split between two accounts. There are sufficient unencumbered funds in the Water Budget, External Support, account number 5040-43730-777-530667 from a valve turning project that will not take place in 2021 to cover the total additional $30,000.00 requested.
Background
The Public Works Department, Water & Sewer Division make repairs to the water distribution and sewer collection systems. The excavated material from these repairs is taken to a local Waste Management waste hauling transfer station for disposal.
In 2019 staff requested disposal rates from area refuse disposal companies. Waste Management of Illinois offered the most favorable rate and a Purchase Price Agreement for this service was executed for 2019. The Agreement provided for two additional one-year renewals with a possible price adjustment pursuant to the consent of both parties. Fiscal Year 2021 is the second of two one-year renewals.
Due to the number of water and sewer system repairs that the Water & Sewer Division has completed and anticipates completing this year staff expects to exceed the original contract amount for 2021. The proposed amendment increases the not to exceed amount to allow for the additional material disposal.
