The Village requested a proposal from Baxter & Woodman to update the existing hydraulic model of the water distribution system in order to evaluate the water system’s performance and determine recommendations for improvements to improve the system, which will inform the water and sewer rate study and be used to develop a 5-Year Capital Improvement Plan. The cost to update the model and determine recommendations is $66,800. The model was developed in 2014 and has not been significantly updated since its original development.

Prior Board Action
The Board has taken the following prior actions:
• The Village Board approved a Renewal of the Master Agreement with Baxter & Woodman, Inc. for Professional Engineering Services in 2025 on December 3, 2024 (RES 24-389)
• The Village Board approved a Three-Year Master Agreement with Baxter & Woodman, Inc. for Professional Engineering Services with an Option to Renew the Agreement for up to Two Additional One-Year Periods on September 20, 2021 (RES 21-223)
Background
The Village requested a proposal from Baxter & Woodman to update the existing hydraulic model of the water distribution system in order to evaluate the water system’s performance and determine recommendations for improvements to the system, which will inform the water and sewer rate study and be used to develop a 5-Year Capital Improvement Plan (CIP). The model is also used for sizing new water mains, determining estimated fire flows, and proposing water improvements necessary for larger developments.
Baxter & Woodman is one of four engineering firms under a Master Agreement. Baxter & Woodman previously created the existing hydraulic model of the Village’s water distribution system in 2014 and are most qualified to update the current model. The model has not been significantly updated since its original development. Updates to the model will include all of the improvements to the water system over the past 11 years, updating the operations of the pump stations, and recalibrating the model with new fire flow testing.
Timing Considerations
Adoption of the Resolution at this time will allow for the consultant to prepare an update to the hydraulic model and identify recommended projects which will be used to inform the upcoming water rate study and future Capital Improvement Plans and Budgets.
Budget Impact
The FY25 Budget includes $75,000 for this work in the Water and Sewer Fund, Public Works - Water, General, External Support account no. 5040.43730.101.530667.
