Overview
Due to the Covid-19 outbreak, staff is recommending that the Village continue the decrease by 50 percent the quarterly permit fees for parking permits with start dates of July 1st and August 1st consistent with April 1st and May 1st permit renewals.

Fiscal Impact
Due to the public health emergency and statewide stay-at-home order, It is estimated that the Village collected approximately 42% of anticipated parking permit revenue for Q2. This equates to a revenue loss of approximately $400,000 for Q2. The primary reasons for this loss are the suspension of permit enforcement and the Village Board’s authorization to charge 50% of the original permit price for Q2 permits. If the Board authorizes a 25% or 50% discount for Q3 permit renewals, it is estimated the Village will realize an additional revenue shortfall of approximately $170,000 or $340,000 respectively. This assumes enforcement of parking permits will resume in Q3.
Background
On March 13, 2020, the Village Board adopted a Resolution Declaring an Emergency Affecting Public Health due to the outbreak of the COVID-19 disease in the State of Illinois. On March 18, 2020, the Village of Oak Park ‘s Public Health Director issued a Shelter in Place Order for Oak Park residents and businesses. On March 20, 2020, Illinois Governor JB Pritzker issued COVID-19 Executive Order No. 8 which ordered Illinois residents to stay at home causing many individuals to lose their employment. Governor Pritzker has extended COVID-19 Executive Order No. 8 through April 30, 2020 per his execution of COVID-19 Executive Order No. 16 on April 1, 2020.
Many Oak Park Residents are struggling financially during the COVID-19 disease outbreak and have reduced or lost employment. Reducing the Village’s parking permit fees by 50% will allow indviduals to maintain their parking options and will provide much needed financial relief. Permit fees for quarters starting July 1st or August 1st would be reduced from $267 to $137 depending on the type of Village parking permit to $133.50 to $68.50.
The next quarterly permit renewals will be for quarters starting October 1st and November 1st. Staff will continue to evaluate the situation and make a recommendation if the reduced pricing should continue for those quarters.
Alternatives
An alternative would be to discount the permit fees by 25%.

On April 6, 2020, the Village Board adopted an Ordinance 20-031 temporarily waiving and suspending a portion of the fees charged by the Village for parking permits to provide emergency assistance due to the outbreak of Covid-19 disease for quarters starting April 1st or May 1st.
