In 2023, the Village contracted with TranSystems Corporation to provide construction management services for the Village’s Madison Street Improvement Project and for the Pete’s Fresh Market development’s work in the public right of way. Pete’s work was originally anticipated to overlap with the Village’s project, which is no longer the case. The additional cost to have TranSystems oversee the Pete’s work is $49,956 and adjusts the contract from $512,926 to $562,882.

• The Village Board approved a Task Order for Professional Engineering Services with TranSystems Corporation for Construction Engineering Services for the Madison Street Improvement Project, in an Amount Not to Exceed $512,926 on October 30, 2023 (RES 23-305)
• The Village Board approved a Renewal of the Master Agreement with TranSystems Corporation for Professional Engineering Services in 2025 on December 3, 2024 (RES 24-386)
• The Village Board approved a Master Agreement for Professional Engineering Services with TranSystems Corporation on September 21, 2021. (RES 21-221)
Background
In 2023 the Village entered into a Task Order with TranSystems Corporation to provide construction engineering services for the Madison Street Improvement Project and for providing construction inspection and oversight for the streetscaping work being done by the Pete’s Fresh Market development for their work in the public right-of-way (ROW). At the time the Pete’s project was scheduled to be completed during the same time frame as the Village’s Madison project and TranSystems would be able to efficiently oversee both projects at the same time with the same staff. The Pete’s project was delayed from their original schedule and they are now scheduled to start work on their site improvements in the summer of this year. The Village’s Madison project is substantially complete except for punch list work and there will not be any significant overlap between these two projects.
Based on the current schedule from Pete’s, the additional cost for TranSystems to complete the construction inspection services for the Pete’s Fresh Market project is $49,956 and adjusts the original contract from $512,926 to $562,882. The Pete’s project is scheduled to be substantially completed by the end of 2025.
Timing Considerations
Adoption of the Amendment at this time will allow for TranSystems to oversee the construction of the Pete’s Fresh Market work in the public right of way, which is planned to start in the summer of 2025.
Budget Impact
There are available funds for this work in the FY2025 Budget in the Capital Improvement Fund, Public Works - Engineering, Streetscaping account no. 3095.43780.101.570959 to fund the additional $49,956 needed to complete this work.
Staffing Impact
This proposed item will allow for construction management of the existing Pete’s Fresh Market project and will not impact staff responsibilities.
