The Applicant, Rui Li (Rui Spa), seeks a special use permit to establish a massage service establishment within the NC-Neighborhood Commercial Zoning District located at the southwest corner of Chicago Avenue and Marion Street, specifically at 423 ½ North Marion Street.

Background

The subject property is located at the southwest corner of Chicago Avenue and Marion Street. Rui Li is the owner and operator who holds a massage therapist license from the State of Illinois. Such uses require special use approval in addition to requirements of the Police Department and Business Services Division of the Development Services Department.

Timing Considerations

The Village Board must act on the special use within 60 days of receipt of the Zoning Board of Appeals recommendation. If the Village Board does not act upon the application within 60 days of receipt of the Zoning Board of Appeals recommendation, the application is deemed denied unless the Village Board has granted additional consideration time. The Zoning Board of Appeals held a public hearing on December 4, 2024.  There was no one in attendance in opposition or support of the Application. Advantages:

                     Additional businesses and services are available to the community.

                     Additional activity and vibrancy in the Chicago and Harlem Historic Business District.
