Overview

As discussed at the March 5, 2024 meeting, the Engineering Division requested a proposal from TranSystems Corporation to do a feasibility study of bike lanes on Ridgeland Avenue. The study will look at potential design alternatives, impacts, and parking loss associated with adding dedicated or protected bike lanes on Ridgeland Avenue. The study includes IDOT coordination and public engagement. The $86,309 cost of the study exceeds the $50,000 budget amount.

Background

Ridgeland Avenue is scheduled for resurfacing from Augusta Street to North Avenue in 2026 using federal funds. The Fiscal Year 2024 Budget includes $50,000 for a feasibility study of bike lanes on Ridgeland Avenue. The feasibility study will include looking at options for bike treatments, including bike lanes and protected bike lanes for the full 3-mile length of Ridgeland in the Village, and identifying what the impacts of bike treatments will be to on-street parking, deliveries, school drop-off, and pickups, bus services, and handicapped parking. The feasibility study will include public engagement for all proposed treatments and their associated impacts.  Proposed public engagement would include opportunities for public comment at a public open house, via the Village’s Engage Oak Park website, and at Transportation Commission meetings. Staff anticipates presenting the Transportation Commission’s final recommendations from the feasibility study to the Village Board in the fall of 2024. 

 

TranSystems will incorporate the final recommendations from the Village Board into the design of the Ridgeland Avenue resurfacing project, currently planned for 2026. Staff will include funds in future years’ budgets for costs for the design and implementation of proposed bike facilities on Ridgeland in the IDOT-controlled portion of Ridgeland from Roosevelt Road to Augusta Boulevard as a placeholder until a final determination is made. 

 

Fiscal Impact

The Fiscal Year 2024 Budget includes $50,000 in the Capital Improvement Fund, Public Works - Engineering, Bike Plan Improvements account no. 3095.43780.101.570964 for this project. The $86,309 cost of the work exceeds the budgeted amount.

 

Pending Village Board approval, staff will prepare the necessary budget amendment for a new funding request to transfer $36,309 from Fund Balance to the Capital Improvement Fund, Public Works - Engineering, Bike Plan Improvements account no. 3095.43780.101.570964 for this project.      

 

DEI Impact

Staff will work with the Chief Diversity, Equity, and Inclusion Officer during public outreach for the feasibility study to ensure impacted populations are engaged.

The Board can delay action to gain additional information.

 

Previous Board Action

At the March 5, 2024 Board meeting, the Village Board directed staff to continue moving forward with the proposed feasibility study.

 

At the March 5, 2024 Board meeting, the Village Board approved a Task Order for Professional Engineering Services with TranSystems Corporation for the Phase One Design of the Ridgeland Avenue Resurfacing Project, in an Amount not to Exceed $112,770.

 

On September 20, 2021, the Village Board approved a Three-Year Master Agreement with TranSystems Corporation for Professional Engineering Services with an Option to Renew the Agreement for up to Two Additional One Year Periods.

 

Citizen Advisory Commission Action

The Transportation Commission will review the proposed designs and make a recommendation to the Village Board regarding potential bike facilities on Ridgeland Avenue. 

 

Anticipated Future Actions/Commitments

The Transportation Commission will review the feasibility study and make a recommendation to the Village Board regarding any proposed bike facilities on Ridgeland Avenue.  

 

Intergovernmental Cooperation Opportunities

Ridgeland Avenue is an unmarked State Highway under IDOT jurisdiction. Staff and TranSystems will work with IDOT during the feasibility study to obtain their input and to determine how IDOT would administer any proposed bike facilities.
