Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Overview

The Village Board approved a compensation study as a part of the Human Resources Department’s 2023 work plan to review the Village’s non-union job descriptions, compensation system, including benefits, and determine the correct market pay for each position, establishing a market value of the employee benefit’s package and providing a market analysis of the total compensation including salary and benefits. The purpose of this project is to ensure that the Village provides equitable wages in alignment with its compensation philosophy to non-union staff members and in support of employee recruitment and retention.

Background

On February 24, 2023, the Village issued a Request for Proposals (RFP) for an Employee Compensation and Classification Evaluation. The Village received a total of 8 proposals from providers interested in conducting this evaluation. An RFP review committee evaluated each of the proposals based on the qualifications, experience, and references of firms, ability to carry out the scope of work, staffing, project organization, and costs and identified GovHR as the preferred provider for this project. While not the lowest bid, GovHR offered several value-added items that enhanced their proposal including a job description template and a year of ongoing support services for the project including telephone communication regarding questions and concerns with the report. 

 

The Village last conducted a Compensation and Classification Evaluation in late 2019 through 2020, at which time the COVID-19 pandemic had a significant impact on market conditions and comparables. Staff believes conditions have changed considerably since that study.

The full cost of this item is budgeted in the Human Resources’ External Support Fund 1001.41080.101.530667.

The Classification and Compensation Evaluation will include a pay equity assessment.

 

Alternatives

The Board could direct staff to review other RFP responses and/or request additional information.
