Overview

Competitive bids were opened on October 27, 2015, for the Marion Street Crosswalk Improvement Project.  Eight contractors received proposal documents and two bids were received.  The low responsible bid was submitted by MYS, Incorporated in an amount of $108,541.10.  This item was tabled at the last Regular Meeting of the Village Board in order for staff to collect more information from the contractor.

Fiscal Impact

The FY2015 budget provides $120,000 of funds for the Marion Street Crosswalk Replacement project in the Capital Improvement Fund for sidewalk improvements, account no. 3095-43780-101-570953. 

 

Background

In 2007 and 2011 the Village constructed the two Marion Street streetscape projects.  As part of those projects decorative crosswalks were installed using natural stone pavers.  Several of the crosswalks installed with these projects are beginning to fail for a variety of reasons. 

 

The crosswalks from the 2007 project north of the viaduct are deteriorating due to failure of the bluestone pavers used for the crosswalks.  The bluestone material has shown to not be an appropriate material for use in a street environment where it is subject to the freeze thaw cycle and heavy vehicle loading.  

 

The crosswalks installed with the 2011 project, primarily south of the viaduct, used granite pavers to address the durability concerns of the bluestone.  The granite material has shown to be a good material for the crosswalks but there are failures occurring at several locations most likely as a result of trench settlement underneath the crosswalks. 

 

In July of 2015 the Engineering Division requested proposals for the replacement of the crosswalk at Marion St and Lake St with new granite pavers to match the South Marion Street crosswalk design and to perform the full-depth repairs of 3 failing crosswalks at Marion Street and South Boulevard consisting of injecting grout into trench areas to prevent settlement, replacing the concrete base, and relaying affected granite and brick areas.  Bids for the project came in at $289,441 which exceeded the $120,000 amount budgeted for this work.  The scope of the proposed project has been revised to fit within the budgeted amount.

 

The current project includes replacing the deteriorating bluestone in the crosswalk at of Marion Street at Lake Street with concrete which will be colored and scored to mimic bluestone.  This crosswalk can be used as a test area to see if tinted and scored concrete can be used to capture intent of the Marion Street palette at a lower cost.  Permanent repairs, or replacement, of this crosswalk will likely be undertaken with future work on Lake Street.

 

The remainder of the project consists of removing and resetting areas of bluestone, granite, and bricks that have settled or deteriorated to the point where they have become a liability. 

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.
