Overview

The Engineering Division requested a proposal from TranSystems Corporation to provide construction engineering services for the Oak Park Avenue Streetscape Project.  The project includes sewer and water mains, streetscaping, street lighting and traffic signals, public art, and roadway reconstruction generally on Oak Park Avenue from Randolph to Ontario along with portions of South Boulevard.  TranSystems has previously provided construction management services for large projects similar to this on Lake Street and Madison Street and is best qualified to perform the work.  TranSystems has partnered with Terra Engineering for inspection and design support as well as the Prescott Group and a5 for managing communications, marketing, and the project’s website.

Background

The design of the Oak Park Avenue Streetscape project has been completed and the construction project is currently out for bid.  Staff anticipates presenting a construction contract to the Village Board for approval in January 2025.  The Oak Park Avenue Streetscape project includes sewer main replacement from Randolph to Ontario; water main replacement from South Boulevard to Ontario; street lighting and traffic signal replacements, full roadway and sidewalk reconstruction using materials approved by the Village Board including brick paver roadways and bluestone sidewalks; public art as approved by the Village Board for an interactive mural under the viaduct and a glass illuminated sculpture at South Boulevard; public spaces with decorative overhead lighting at the Hunter Court alley and the southeast corner of South Boulevard; as well as new furnishing and landscaping. 

 

Construction of the project is anticipated to start in March of 2025 with substantial completion by Thanksgiving 2025.  The work will require closures of Oak Park Avenue to through traffic during much of the work.  Access to businesses and the Avenue Parking Garage will be maintained during the project with North Boulevard occasionally being made a two-way street to accommodate parking garage access.  

 

This item is for the construction engineering/management of the project.  The Engineering Division requested a proposal from TranSystems Corporation to provide the construction management services for this project.  TranSystems previously managed the Lake Street Streetscape and Utility projects and the Madison Street Improvement project and is best qualified to oversee this large project.  Their team of project managers and field inspectors understand the needs of the Village and the businesses and can provide the best construction oversight as well as providing the best experience for the impacted businesses and residents.  TranSystems has partnered with Terra Engineering and Interra to provide construction inspection and engineering support and material testing.  TranSystems has also partnered with the Prescott Group and a5 for managing communications, marketing, and the project’s website <https://www.renewtheavenue.com>.  This team will help ensure a successful project while minimizing impacts to the business community. 

 

Fiscal Impact

There are available funds for this work in the proposed FY24 Budget in the Capital Improvement Fund, Public Works - Engineering, Capital Improvements, Project Engineering account no. 3095-43780-101-570706 which will fund $222,388 of this work and the proposed FY25 Budget includes the remaining $1,300,000 needed for this work in the same Capital Improvement Fund, Public Works - Engineering, Capital Improvements, Project Engineering account no. 3095-43780-101-570706.

Previous Board Action

At the Village Board meeting on December 4, 2023, the Village Board approved a Professional Services Agreement with Terra Engineering, Ltd. for the Design of the Oak Park Avenue Streetscape and Utility Projects, in an amount not to exceed $998,577.

 

At the Village Board meeting on October 23, 2023, the Village Board had a presentation and discussion of the Oak Park Avenue Streetscape Project and the Oak Park Avenue Streetscape Steering Committee’s Recommended Conceptual Design and Alternatives.

 

At the Village Board meeting on September 5, 2023, the Village Board approved a Second Amendment to the Professional Services Agreement with Terra Engineering, Ltd. for the Design of the Oak Park Avenue Resurfacing, Utility, and Streetscape Projects to change the not to exceed amount from $1,010,958 to $1,214,548. 

 

At the Village Board meeting on March 6, 2023, the Village Board approved a Resolution Creating a Steering Committee for the Oak Park Avenue Streetscape Project and a Motion to Approve the Appointment of Members to the Steering Committee.
