Prior Board Action
The Village Board approved an Ordinance granting a special use permit for a major planned development to Interfaith Housing Development Corporation on July 10, 2024.
Background
The Applicant applied for Planned Development approval for a five (5) story permanent supportive and affordable multi-family housing building with 36 residential dwelling units and at grade parking behind the building. By an Ordinance dated July 30, 2024, the Village Board granted the planned development requested by the Applicant. According to the approval, the Applicant is required to file for a permit by January 30, 2026, and complete construction by January 30, 2029.
Timing Considerations
Pursuant to Ordinance 24-142, dated July 30, 2024, the Applicant is required to file for permits by January 30, 2026, and to complete construction by January 30, 2029. On July 25, 2025, the Applicant via email, requested a one-year extension to file for permit by January 30, 2027, and to complete construction by January 30, 2030.

Community Input
On July 10, 2024, the Plan Commission held a public hearing on Interfaith Housing Corporation’s application for Planned Development. The Plan Commission recommended approval with conditions by a vote of five (5) to zero (0). Th Plan Commission adopted its Findings and Recommendation on July 10, 2024.
Staff Recommendation
Adopt the Ordinance approving the extension as requested by the Applicant.
Advantages:
• This action allows more time for the Applicant to secure needed funding for the project.
• Completion of the development would increase the availability of affordable housing options in Oak Park.
Disadvantages:
• This action denies more time for the Applicant to secure needed funding.

Alternative 1:
Do not adopt the Ordinance and deny the extension request.
Advantages:
• There are no advantages to this alternative.
Disadvantages:
• Expiration of the special use permit for planned development on January 30, 2026, if needed funding is not secured to file for permit and complete construction.
