Recommendation
Recommendation
Adopt the Resolution.
Fiscal Impact
The Village currently maintains the station using contract maintenance services. The Fiscal Year 2022 has $92,500.00 budgeted for this maintenance in account no. 1001-43790-717 under various accounts.
Background
In March 2001, the Village and Metra entered into a 20-year agreement for the operation, maintenance, and use of the commuter station located between Harlem Avenue and Marion Street. The agreement expired on March 5, 2021. Discussions have been ongoing regarding a successor agreement however, due to the pandemic neither the Village nor Metra were able to prioritize the work on the next agreement. During this time, the Village has continued to provide the same level of maintenance service.
Both Metra and Village staff believe that until a successor agreement is approved Metra and the Village should enter into a month-to-month agreement.
Metra typically does not provide the level of maintenance that is required for the commuter stations so it enters into agreements with local municipalities who will then perform routine maintenance.
The Village’s responsibility has been to provide routine maintenance such as janitorial services, painting, basic electrical and plumbing maintenance for portions of the street-level entrance (The CTA maintains another portion of the station), ramps leading to the platforms, warming station, and platform shelter. Metra has been responsible for major maintenance and repair of the structure and utilities.
During the early part of the agreement, there were several improvements made to the station facility. Many of those improvements are in need of repair and upgrading. It is anticipated that the next agreement will include potential improvements with both parties sharing in the cost of the improvements.
Staff will continue to work with Metra to develop the successor agreement and bring forward a draft for Village Board consideration later this year. The proposed Capital Improvement Plan will include possible improvements.
