Recommendation

Adopt the Ordinance.

Background

American House Illinois Liquor, LLC (“American House”) seeks the creation of a new Residential Care Facility Class B-7 liquor license classification and the issuance of a Class B-7 license for its location at 703 Madison Avenue. The new license classification would permit residential care facilities to sell and make available alcoholic liquor beverages to residents and guests for consumption in dining areas where food is available and served.  A residential care facility is defined in the Ordinance as a group care facility licensed by the State of Illinois, including independent living facilities, assisted living facilities, and nursing homes.  American House is both an independent and assisted living facility.

The Ordinance contains a tiered license fee based upon whether a licensee is not-for-profit or for-profit, whether the licensee seeks to service beer and wine only or serve all alcoholic liquors, and the number of beds a facility contains. American House is a for-profit establishment with over 200 beds and it seeks to serve all alcoholic liquors.  Under the fee schedule, American House will be charged a $3,000.00 annual fee for its license.

At its June 25, 2024 regular meeting, the Liquor Control Review Board (“LCRB”) unanimously voted to recommend that the Ordinance be adopted to create a new Residential Care Facility Class B-7 license classification. The LCRB also unanimously voted to recommend that American House be granted a Class B-7 liquor license.
