Prior Board Action
The Board has taken the following prior action(s):
• On November 14, 2022, the Village heard a presentation (ID 22-378) from Berry Dunn on the Community Safety Project. The report included a recommendation on the RMS replacement.
• On July 18, 2024, the Board was provided an update on the project.
Background
In November 2021, BerryDunn was hired to complete a Community Safety Assessment of the Police Department, and during the assessment, the RMS was identified as a high-priority issue.
Page 7 of the BerryDunn report states “The RMS in use by the OPPD is not supporting operational needs. The RMS has multiple limitations, including data entry and data mining, both of which are critical to leveraging data in support of operations and impartial policing.” BerryDunn’s recommendation was to replace the current system with a modern, robust RMS that is capable of supporting the Police Department’s data needs.
After the Board’s approval, the Police Department collaborated with the other members (River Forest, and Forest Park Police Departments) of the West Suburban Consolidation Dispatch Center (WSCDC) and selected Tyler Technologies as the preferred vendor.
Timing Considerations
There are no specific timing considerations associated with this item. This project is on track to be fully implemented in December 2026.

There is no budget impact associated with this item. The project was funded by the American Rescue Plan Act (ARPA).
