Overview

The Engineering Division opened bids on March 30th for Project 23-1, Sewer and Water Main Improvements.  The project includes water and sewer main improvements on Augusta Street from Lombard Avenue to Austin Boulevard and on Euclid Avenue from South Boulevard to Lake Street.   Eleven contractors picked up bid documents and three bids were received.  The lowest responsible bid was submitted by Cerniglia Co. in an amount of $3,119,566, which is under the budgeted amount for this project.  Construction work is planned to start in June on Augusta followed by Euclid in late summer and fall.

Background

The Engineering Division opened bids for the 23-1 Sewer and Water Main Improvement Project on March 30th.  The low bid was submitted by Cerniglia Co. in an amount of $3,119,566 which is under the budgeted amount for this project.  The project includes work at two locations in the Village on Augusta Street from Lombard to Austin and on Euclid Avenue from South Blvd to Lake Street. 

 

The work on Augusta includes replacing the existing water main from Lombard to Austin due to multiple pipe breaks and leaks over recent years; installation of new combined sewer mains at three locations to improve sewer layout and capacity concerns for properties generally at the offset intersections; installation of curb bump-outs, new sidewalk ramps to meet ADA requirements, and crosswalks for traffic calming; patching curb and sidewalks; and resurfacing the street including deeper asphalt binder course replacement from Lombard to Austin.  The work is scheduled to start in early June and be completed in August while schools are generally not in session.  The project will require the closure of Augusta to traffic for the underground construction.  A detour will be set up by the contractor detouring Augusta traffic at Ridgeland and at Austin to Chicago Avenue during the project. 

 

The work on Euclid Avenue includes replacing the existing 16-inch water main from South Boulevard to Lake Street including water main replacement on North and South Boulevards at the Euclid intersections; storm sewer improvements; rebuilding the deteriorated pavements under the viaduct with a new concrete pavement; upgrading sidewalk ramps to meet ADA requirements; patching curb and sidewalks; and resurfacing Euclid including deeper asphalt binder course replacement from South Blvd to the south of Lake Street.  The water main being replaced on Euclid is the oldest water main in the Village dating back to the 1880s when there was a privately-owned water system with an above-ground water tank at the Euclid and North Blvd area.  The work on Euclid will start following the completion of the underground work on Augusta probably around an August time frame and last through the fall.  The work will require closing South Boulevard to eastbound traffic and North Boulevard to westbound traffic as well as closing Euclid to traffic in sections.  Work will be staged to minimize traffic and access impacts for the adjacent businesses, Fire Department, and large private parking garages. 

 

Fiscal Impact

The low bid of $3,119,566 is under the budgeted amount for the project.  The FY2023 Budget includes $3,560,000 for construction and construction engineering of this project in the Water and Sewer Fund.  The project is proposed to be funded using $419,566 from the Water and Sewer Fund, Public Works - Sewer, Sewer Collection, Capital Improvements account no. 5040.43750.781.570707 which has $600,000 budgeted for this project and $2,700,000 from the Water and Sewer Fund, Public Works - Water, Water Distribution, Capital Improvements account no. 5040.43730.777.570707 which has $2,960,000 budgeted for this project.
