Background

On March 20, 2023, the Village Board approved four (4) funding grant agreements for affordable housing projects totaling $1,484,000 from the Housing Trust Fund and authorized execution of the agreements.

 

Two (2) of the agreements approved were for Housing Forward. In the first agreement, a total of $658,082 was awarded to Housing Forward for three years for its Crisis Housing and Rental Support Program for families and transitioned-aged youth. The program serves unsheltered transition-aged youths and families.

 

In the second agreement, Housing Forward, on behalf of the Oak Park Homelessness Coalition, received funding in the amount of $251,341. This agreement was for an award over two years to provide a Flexible Rental Assistance Program (FRAP) to serve households below 50% of the area median income (AMI).

 

On February 21, 2024, at the Housing Programs Advisory Committee (HPAC) meeting, HPAC reviewed the performance of the Trust Fund agreements for Housing Forward. At the conclusion of the first year of Housing Forward’s Crisis Housing and Rental Support Program, Housing Forward has expended a total of $41,118.78 from the requested $658,082. At the conclusion of the first year of Housing Forward’s FRAP Agreement, Housing Forward has expended a total of $161,143 from the requested $251,341.

 

HPAC requested additional information from Housing Forward concerning program spending. Housing Forward requested to reallocate $89,572 from the three-year Crisis Housing and Rental Support Program to the two-year Flexible Rental Assistance Program.

 

On March 20, 2024, upon review of all of the material presented, HPAC recommended reducing the funding from Housing Forward’s Crisis Housing and Rental Support Program by $89,572 and transferring those funds to Housing Forward’s Flexible Rental Assistance Program as requested.

 

Fiscal Impact

There is no fiscal impact to the Village.

These grant monies continue to strengthen diversity and inclusion by providing affordable housing units to low-income households, encouraging equity within the community.

Citizen Advisory Commission Action

On March 20, 2024, HPAC recommended a reduction in funding from Housing Forward’s Crisis Housing and Rental Support agreement by $89,572, transferring those funds to Housing Forward’s Flexible Rental Assistance Program. At the same meeting, HPAC recommended the  extension of the Oak Park Residence Corporation’s OPRC agreement to March 31, 2025, instead of the requested extension to December 31, 2025.
