The Village of Oak Park received two parking petitions on March 6, 2020, for the 1150 block of South Cuyler. The first petition requests to “Restrict parking to permanent residents of the 1150 block of South Cuyler Avenue between the hours of 8 PM- 2:30 AM.” The alternative parking petition requests “No on-street parking from 8 PM - 2:30 AM.”
Residents of the block have ongoing disturbances caused by a bar located in Berwyn.

The Transportation Commission recommends installing “No Parking from 10 PM-6 AM seven days a week.” Residents must have a current Village vehicle license to override the restriction between 10 PM and 2:30 AM. For hours between 10 PM and 2:30 AM, the residents can request passes for their guests to override the restriction using the Passport application. Both residents and visitors staying past 2:30 AM and up to 6 AM would need to secure an overnight pass using the Passport application.

Fiscal Impact
Passes between 10 PM and 2:30 AM are free of charge. Residents can override the parking restriction with a valid vehicle license, and their guests can override the restriction with a temporary pass using the Passport application.
Between the hours of 2:30 AM to 6:00 AM, both residents and guests must utilize the Passport application to obtain an overnight parking pass. Residents and guests can obtain up to 10 passes a month. The first three (3) passes are free, and the remaining seven (7) are $7.00 each.
The proposed restriction will have a minimal impact to overall parking revenue streams.
Signage will be paid out of account #5060.43770.786.560634 (Street Sign Replacement).
Background
On March 6, 2020, the Village of Oak Park received a petition to “Restrict parking to permanent residents of the 1150 block of South Cuyler Avenue between the hours of 8 PM-2:30 AM.” A second non-permitted petition was submitted for “No on-street parking from 8 PM-2:30 AM.”
The residents assert most disturbances on the block are caused by patrons of Mike’s Place, a sports bar located in Berwyn. For many months, residents state the following issues on the block: a high volume of vehicles parked on the block, individuals leaving empty bottles/broken glass in the roadway and parkway, loud brawls/fighting, and over-served patrons returning to the car and proceeding to drive into the community.
Parking surveys were conducted in September 2020 and March 2020. On both surveys, seven days a week, the block would fill to capacity from 8 PM-12 AM. It would remain at capacity until 2:30 AM.
Staff sent notification letters of the proposed parking restrictions to the 1150 block of South Cuyler. The letter advised residents to write to the commission if they disagreed with the block’s proposed restrictions.
On October 13, 2020, Village staff brought this item to the Transportation Commission and the members were supportive of implementing the requested restriction to also include the 1150 block of Highland. This restriction is a separate motion on the agenda.
