Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

This is an agreement between the Village and the Illinois Fraternal Order of Police Labor Council Lieutenants and Sergeants Association to implement an alternative work schedule in 2026 for a one-year period.  This agreement allows the Village and the Union to agree to an alternate work schedule than what is outlined in the collective bargaining agreement.

Prior Board Action

The Board has taken the following prior action(s):

                     The Village Board approved a similar alternate work schedule (12-hour Shifts) agreement last year on December 3, 2024 (RES 24-395).

Background

The current collective bargaining agreement allows for an 8-hour shift for patrol officers.  The Village and the Union agreed that a schedule other than an 8-hour shift for a one-year period on a non-precedent setting basis is in the interest of both parties.

The Village and the Union reached a tentative agreement on the attached draft agreement.  A 12-hour schedule is a better solution for the Village, given the staffing shortages, and the Union has a majority preference for a 12-hour schedule that offers more days off. 

 

Timing Considerations

Both parties would like to approve the agreement as soon as possible in order for the Police Department to coordinate operational planning for next year, such as vacation schedules and other time-off approvals for the new year. Employees would like certainty regarding their work schedule next year.

Budget Impact

There is no direct budget impact associated with this item.

Staffing Impact

There is no staffing impact associated with this item. The item aligns with the department’s core service delivery.  This agreement details how many hours employees will work in a shift.

DEI Impact

There is no DEI impact associated with this item.

Community Input

There has been no community input given in relation to this item.  This item is a personnel matter related to terms and conditions of employment with the Village of Oak Park.

Staff Recommendation

Approve the Resolution.

Advantages:

                     The Village and the Union are in agreement with this draft shift schedule.

Disadvantages:

                     Each shift schedule (i.e. 8-hour shifts (current contract), 10-hours shifts and 12-hour shifts have various advantages and disadvantages.

Alternatives

Alternative 1:

The Village Board could delay action and seek additional information.

Advantages:

                     The Board will be provided with the additional information requested.

Disadvantages:

                     This agreement is scheduled to go into effect early in the new year.  Given the time-sensitive nature of this agenda item, the Village Board would need to call for an Executive Session at the conclusion of the regular meeting to provide additional information.
