Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Pursuant to Village Code, the Village Board, on a bi-annual basis, must approve via Ordinance a comprehensive street map of the Village which identifies all existing daytime parking restrictions, inclusive of changes recommended to date by the Transportation Commission and authorized by the Village Board.

Background

Pursuant to the Village Code, the Board of Trustees establishes parking regulations, which are primarily captured in Chapter 15. It is necessary, on a bi-annual basis, that the Village Board approve a comprehensive map of the Village which identifies all existing daytime parking restrictions, inclusive of changes recommended to date by the Transportation Commission and authorized by the Village Board.

Attached is the current “Village of Oak Park Daytime Parking Restrictions” map. The map shows the following on-street daytime parking restrictions:

1.) Time restrictions (Example - No Parking 7 a.m. to 9 a.m.), not inclusive of weekly street maintenance restrictions within the on-street overnight permit parking areas;

2.) Time limits (Example - Maximum parking of 3 hours, Monday through Friday, 8 a.m. to 8 p.m.);

3.) Resident daytime permit parking;

4.) Non-resident daytime permit parking (Example - Student permits as established in 15-3-18 of the Village Code); and

5.) No parking anytime.

There is no staffing impact associated with this item. The item aligns with the Department’s core service delivery.

DEI Impact

The daytime parking restrictions map was recently incorporated into the Village’s geographic information system (GIS). Previously, the map was generated through a legacy software system with limited functionality. While this map and associated data are being fully transferred to GIS, staff will take the opportunity to ensure language access is prioritized and work with the DEI office to create static printed maps as well as interactive digital maps focused on language access.

Staff recommend the adoption of the proposed Ordinance.

Advantages:

                     Compliance with the bi-annual requirement that the Village Board adopt the map

                     Accurate communication of parking restrictions to the public

                     This action will result in a delay in the publishing of the map for public review.

Anticipated Future Actions

The daytime parking restrictions map was recently incorporated into the Village’s geographic information system (GIS). Previously, the map was generated through a legacy software system with limited functionality. To optimize the legibility of the PDF version of the map using the Village’s GIS, the map was divided into four (4) quadrants. Staff intends to make the maps available via an interactive GIS StoryMap that will be more interactive, easy to understand, and widely accessible to the public.
