Overview

The Engineering Division of the Public Works Department requested a proposal from Baxter & Woodman to provide design engineering for the 24-1 Water and Sewer Improvement Project. Baxter & Woodman has previously designed similar projects and has substantially completed design for one of the project’s locations, which was originally planned for 2023 construction but was deferred to 2024.  The project includes water and sewer replacement and street reconstruction on South Boulevard from Home Avenue to Kenilworth Avenue; sewer replacement and street reconstruction on Linden Avenue from Augusta Street to Thomas Street; and sewer lining on Woodbine Avenue from Division Street to Greenfield Street and on Ontario Street from East Avenue to Scoville Avenue.

Background

The Engineering Division of the Public Works Department requested a proposal from Baxter & Woodman to provide design engineering services for the proposed 2024 Water and Sewer Improvement project 24-1. The project includes sewer and water main replacement and roadway reconstruction at one location; sewer main and roadway reconstruction at one location; and sewer rehabilitation using a trenchless lining method at two locations.  

 

The planned work on Linden Avenue from Augusta Street to Thomas Street includes sewer main replacement due to deteriorated conditions identified during sewer televising inspection and roadway reconstruction. 

 

The planned work on Woodbine Avenue from Division Street to Greenfield Street under Field Park includes sewer main rehabilitation using a trenchless sewer lining process to create a new structurally sound pipe. The existing sewer is planned for rehabilitation due to failing structural conditions identified during sewer televising inspections. 

 

The planned work on Ontario Street from East Avenue to Scoville Avenue under OPRF High School includes sewer main rehabilitation using a trenchless sewer lining process to create a new structurally sound pipe. This sewer lining is a preventative maintenance activity to ensure that the 36-inch sewer under OPRF High School, which was installed in 1937, remains in good condition. 

 

The work on South Blvd includes water and sewer main replacement from Home Avenue to Kenilworth Avenue. The existing sewer on South Boulevard is 9” and needs to be replaced due to its condition and to increase its capacity. The water main is planned for replacement to improve fire flows in the area and in downtown. The project would also include replacing the water and storm sewer under the Forest Avenue viaduct and replacing the pavement at this location. The South Boulevard work was originally planned for 2023 construction and Baxter & Woodman previously substantially completed the design of this project. Construction work on the project was deferred until 2024 to allow for more time to coordinate impacts from road closures needed for this project with the adjacent business districts and the Parking & Mobility Services Division of the Development Customer Services Department.   

 

Baxter & Woodman has previously designed water and sewer projects in Oak Park, has staff available for this project, and is best qualified to perform this work. Baxter & Woodman is one of the four engineering consulting firms with a Master Agreement approved by the Village Board for doing projects via a task order procurement process. The not to exceed cost for the design engineering work for this project is $107,900. 

 

Pending Village Board approval of the separate construction contract for this project, construction is planned to start in the spring of 2024.       

 

Fiscal Impact

The FY23 Water and Sewer Fund Budget includes $300,000 for the engineering design for this project. Account # 5040-43730-777-570707 (Public Works- Water, Water Distribution, Capital Improvements) includes $150,000, of which $50,000 will be used to fund this project. Account # 5040-43750-781-570707 (Public Works- Sewer, Sewer Collection, Capital Improvements) includes $150,000, of which $57,900 will be used to fund the remaining amount needed for this project.

Previous Board Action

On September 20, 2021 the Village Board approved a Three-Year Master Agreement with Baxter & Woodman, Inc. for Professional Engineering Services with an Option to Renew the Agreement for up to Two Additional One Year Periods.

Anticipated Future Actions/Commitments

Future contracts for the construction and construction engineering for the 2024 Water and Sewer project will be presented to the Village Board in the late winter or early spring of 2024.
