Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. Fiscal Impact

Savings of $60,000 in FY 2022 has been identified in the overtime budget. Funds are available due to officer vacancies in Account # 1001.42400.101.530667 will be used.

 

Background

In August 2021, a collaborative crime mission was created with the Patrol Division, Investigations, Street Crimes, and Community Policing units of the Oak Park Police Department in response to the recent number of armed robberies and vehicular car-jackings that occurred in the South End of Oak Park.  A crime mission was implemented with a plan of action.  The missions were conducted in the area of South Oak Park.

 

In response to an aggravated discharge of a firearm Incident where two autos were engaged in a running gun battle along the interior street of Lexington at Harlem in Post 18, several homes were damaged by the corresponding gunfire. OPPD Officers were directed to conduct traffic stops, high visibility patrol, park checks, and frequent citizen contacts from November 9th - through the present day.

 

Technology exists that would assist the Oak Park Police Department in identifying and possibly arresting violent criminals engaged in reckless discharge of firearms, vehicular hijackings in the Village of Oak Park. The Flock safety system is such a technology.

 

Flock is:

•                     The data generated by the Flock cameras is not shared or sold to any third parties; the footage is “owned” by the Village.

•                     The footage is deleted after a 30-day retention period and is unrecoverable.

•                     Flock takes human bias out of the equation by detecting objective data and detecting events that are objectively Illegal, e.g., stolen cars.

•                     Not facial recognition software

•                     Not used for traffic enforcement

•                     Flock is an investigative tool that provides real-time alerts to the officers in the field that alerts the officers when a reported stolen car travels past a Flock camera.
