Introduction
overview
As directed by the Village Board at the October 14, 2025 and November 11, 2025 Board Meetings, this Ordinance established all-way stop controls at the Clinton and Lexington intersection as part of a traffic calming petition process and requires northbound traffic on Belleforte Avenue and Forest Avenue to stop at their intersections at Greenfield Street as part of the northwest Oak Park traffic study recommendations.

Prior Board Action
The Board has taken the following prior actions:
• The Village Board approved a Motion to Concur with the Transportation Commission’s Recommendations for Traffic Calming at Clinton Avenue and Lexington Street and Direct Staff to Prepare the Necessary Ordinance to Upgrade the Intersection to an All-Way Stop on November 11, 2025 (MOT 25-256).
• The Village Board approved a Motion to Concur with the Transportation Commission’s Recommendations for Traffic Calming as part of the Northwest Oak Park Traffic Study and Direct Staff to Prepare the Necessary Ordinances on October 14, 2025 (MOT 25-247)
Background
This Ordinance establishes all way stop control at the Clinton and Lexington intersection which was a recommendation from the Transportation Commission as part of a traffic calming petition for this intersection which was approved by the Village Board at the November 11th meeting. This Ordinance also establishes Stop signs for northbound traffic on both Forest Avenue and Belleforte Avenues at their intersections with Greenfield Street which was a recommendation as part of a traffic study of the northwest art of the Village. These two intersections are T shaped intersections and adjacent to Lindberg Park. Since Greenfield is a higher volume roadway these T intersections already act as natural stop signs for northbound traffic. Creating stop signs here will improve safety for vehicles and also for pedestrians crossing Greenfield at the intersections adjacent to the park.
Timing Considerations
Adoption of the Ordinance at this time will allow for staff to install the signage at Clinton and Lexington. Signage for Belleforte and Forest Avenues is already installed as part of the current street resurfacing and water and sewer projects at these locations.

There is no staffing impact associated with this item. The item aligns with the department’s core service delivery.
DEI Impact
The Vision Zero plan highlights that traffic accidents disproportionately affect minority communities within the Village. Traffic calming improvements will enhance safety for all users, with particular benefits for these vulnerable groups.
Community Input
At the September 8th, 2025 Transportation Commission (TC) meeting, the TC recommended to:
- Install stop signs on the Clinton Avenue approaches at the intersection
- Install paint and post curb extensions on all four corners of the Clinton Avenue and Lexington Street intersection, extending onto Lexington Street only
- Install high-visibility crosswalk pavement markings on the north and south legs of Clinton Avenue
- Install “No Parking to Here to Corner” signs at all four corners of the intersection to reinforce parking restrictions in the Illinois Vehicle Code
At the April 10th, 2025, Transportation Commission (TC) meeting, the TC recommended to:
- Diverters at Harlem/Le Moyne and Oak Park/Le Moyne
- Paint and post curb extensions at Marion/Le Moyne, Belleforte/Le Moyne, Marion/Greenfield, and Marion/Berkshire
- Concrete curb extensions at Belleforte/Greenfield, Forest/Greenfield, Belleforte/Berkshire, Forest/Berkshire, and Woodbine/Berkshire
- Speed cushions at various locations along Le Moyne, Greenfield, Berkshire, and Marion
- High-visibility crosswalk markings at various locations
- 20 mph speed limit signs on Le Moyne and Marion
- Park speed zone limit signs on Berkshire
- Stop signs on the south legs of Belleforte and Forest at Greenfield
- Radar speed feedback signs on Marion between Berkshire and Greenfield
- Other crosswalk and pedestrian signage improvements throughout the study area
Staff Recommendation
Adopt the Ordinance for establishing the stop signs.
Advantages:
• This will improve safety at the Clinton and Lexington intersection, where there was a pedestrian fatality, and improve safety at the Belleforte and Forest intersections with Greenfield, which is adjacent to a park.
Disadvantages:
• There are no disadvantages to this action.
Alternatives
Alternative 1:
The Board can delay action to gain additional information.
Advantages:
• Board Members would be presented with the additional information they requested.
Disadvantages:
• The timing of the eventual Board action will impact the desired implementation schedule.

• This action is in misalignment with Transportation Commission and staff’s recommendation to improve safety and address resident concerns.
