The Village received a petition signed by 75% of the residents of 126-132 N. Elmwood to add “On-Street Overnight Permit Parking from 10 PM to 6 AM” to the east side of the 100 block of N. Elmwood Avenue (from Lake Street to the East alley). This would establish approximately four (4) on-street overnight permit parking spaces.

After holding a hearing on July 11, 2023, the Transportation Commission recommended approval of the petitioner's request, which would result in the addition of approximately four (4) on-street overnight parking spaces to the east side of the 100 block of N. Elmwood Avenue (from Lake Street to the East alley).

Fiscal Impact

There is no fiscal impact. The recommended motion will not result in the issuance or sale of additional overnight on-street parking permits. The motion only expands the street frontage on which permit holders can park, amounting to approximately four (4) parking spaces. 

 

Background

Pursuant to Village Code, on-street overnight permit parking may be established on street frontages adjacent to property located within seven hundred fifty (750) feet of an R-7 zoned district.

 

The petition received by the Village asserted that the establishment of on-street overnight parking will increase the quantity and options of available parking spaces, specifically for residents of 126-132 N. Elmwood Avenue, during the evening hours. Residents’ concerns include having to park at a distance from their building during evening hours, an influx of non-resident vehicles being parked daily for events taking place at the nearby church and Oak Park River Forest High School, and the rising cost of lot and garage parking permits.

 

It should be noted that, given its proximity to Oak Park River Forest High School, the 100 block of N. Elmwood Avenue currently has daytime resident permit parking (Permit J7) from 6 AM to 4 PM Monday to Friday, from August 15th through June 15th and resident permit parking from 6 PM to 10 PM Monday to Thursday. Eligible residents with the on-street overnight parking permit would still be required to purchase the existing J7 daytime permit, should they wish to park their vehicles on this street frontage beyond 6 a.m.

 

Alternatives

Deny the recommended motion and remand the matter back to the Transportation Commission.
