Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. Overview

On March 7th, 2016 the Village Board approved a resolution to allow for the purchase and planting of trees through the Suburban Tree Consortium, an organization the Village has been a member of since 1987.  It is proposed to increase the Not to Exceed Amount from $165,000.00 to $191,000.00 to allow for the purchase and planting of additional parkway trees.

Fiscal Impact

The FY 2016 Capital Improvement Fund Budget, account No. 3095-43780-101-570957, Tree Replacement provides funds for tree replacement.  As a result of public property damage collections, $16,637.51 of revenue has been received.  These funds if placed in the Tree Replacement budget can be spent for additional trees.

 

In addition, the FY 2016 Capital Improvement Fund Budget, account No. 3095-43780-101-570963, Landscape Improvements, provides funds which are allocated for replacement tree improvements on the median located on the 900 - 1200 blocks of N. Kenilworth of which $10,000.00 will be added to the Tree Replacement contract.

 

Background

The FY 2016 budget provides $200,000.00 for Parkway Tree Planting.  $165,000.00 is allocated to the purchase and installation of trees through the Suburban Tree Consortium and $35,000.00 is allocated for tree watering for the 2016 growing season. 

 

Over the course of the year, the Village has collected restitution for damage to parkway trees ($16,637.51).  The intended use of this revenue is parkway tree replacement. 

 

A Budget Amendment will follow to have the funds transferred to the Tree Replacement account in the Capital Improvement Fund.  In addition, funds allocated for landscape improvements along the N. Kenilworth median include tree planting which are also proposed to be transferred to the Tree Replacement account.  In order to spend these funds on additional trees, the “Not to Exceed” amount needs to be increased for the Suburban Tree Consortium to accommodate the additional cost. 

 

 

Alternatives

The Board can delay action to gain additional information.

 

Previous Board Action

Funding for the project was approved by the board as part of the FY2016 Budget and a resolution authorizing the purchase and planting of trees through the consortium was approved on March 7th, 2016.  At the September 6th, 2016 Board meeting the agreement with the tree watering contractor was increased to allow for additional watering due to the dry summer.

Anticipated Future Actions/Commitments

It is anticipated that the Department of Public Works will be bringing this agreement to the Village Board annually.
