Background
The Subject Property is located at the northwest corner of the intersection of Lyman Avenue and Roosevelt Road. The property is currently vacant and undeveloped. The Applicant seeks special use approval to construct and operate an Electric Vehicle (EV) Charging Station. The station would feature five (5) parking spaces, each space with an EV charger, including one ADA-compliant space. The site would also be improved with the landscaping required by the Zoning Ordinance, and the new development would utilize existing access to the property.
The Applicant purchased the Subject Property from the Cook County Land Bank Authority (CCLBA). Pursuant to the purchase agreement, the Applicant is required to construct the proposed EV charging station. Once constructed, the Applicant has plans to sell the property to The Community Builders (TCB), who would seek development entitlements from the Village to construct affordable housing units. The Village discussed the property with the Cook County Land Bank. The Land Bank is aware of public input and the proposed temporary improvements.
Therefore, the EV charging station would be a temporary use. Even though this would be a temporary use, once built, this charging station would increase access to electric charging stations in the RR Roosevelt Road Zoning District. In addition, this proposal would support the Village’s sustainability goals, at least temporarily.
Timing Considerations
The Applicant is ready to move forward after receiving Village Board approval. As stated above, the CCLBA is requiring the Applicant to construct the EV charging station as a condition of sale.

Community Input
The Zoning Board of Appeals held a public hearing on August 6, 2025. There was no one in attendance in opposition to the application; one resident submitted a letter and associated documentation stating their opposition prior to the public hearing. One neighboring property owner attended the meeting to testify in support for the request. The Zoning Board of Appeals, who was aware of the intended future use, recommends approval of this application by a 7-0 vote. The Findings of Fact report is attached to this agenda item. Staff Recommendation
Staff Recommends approval of this Ordinance.
Advantages:
• This item supports redevelopment and site improvements for a currently vacant lot.
• This item supports an accessible electric vehicle charging station for public use.
• This item advances Oak Park sustainability initiatives.
Disadvantages:
• This item supports the development of a, possibly temporary, auto-oriented use along the Roosevelt Road commercial corridor.
Alternatives
Alternative 1:
The Board can elect not to adopt the Ordinance and deny the use.
Advantages:
• Retain for a more pedestrian-oriented use at this location.
Disadvantages:
• This site will remain vacant and undeveloped.
• There are fewer available electric vehicle charging station opportunities in Oak Park.
• This action would not meet the CCLBA requirements.
Alternative 2:
The Board can remand the item back to the Zoning Board of Appeals
Advantages:
• This action will trigger further review and information from the applicant, staff, and community.
Disadvantages:
• This action can result in a delayed timeline for the project and potential loss of a redevelopment opportunity.
