Parking and Mobility Services staff mailed out a reminder of zone Y8 guidelines to current Y8 permit holders. Subsequently, it was determined that an outdated permit sign existed at 39 Washington Blvd, and permit holders were actively parking on that side of the block, despite it not being part of the zone, without any issues in the community. Residents requested that the location be added to the zone. After a hearing, the Transportation Commission recommends supporting the resident’s request and extending the overnight parking permit for the south side of Washington Blvd from Humphrey Avenue to Taylor Street. Staff concurs with this recommendation.

Background

Based on parking citation trends and feedback received, Parking & Mobility Services staff periodically mails reminders to permit holders of their zone’s applicable regulations. On April 23, 2021, staff mailed a reminder to the Y8 permit holders of applicable regulations. After receiving complaints that the map did not accurately reflect signs in the community, a field study determined that an old regulation sign was present at 39 Washington Blvd. The sign reads, “Permit Parking Only 9:00 pm - 10:00 am”. Staff did search the history of the parking sign but could not determine when the sign was installed or if the spaces had been removed from the zone. Based on the fact that parkers had been utilizing this area as overnight parking without incident, staff presented a request to the Transportation Commission to extend the zone to reflect the current practice.

 

After a meeting, the Transportation Commission recommends extending the overnight parking permit on the south side of Washington Blvd from Humphrey Avenue to Taylor Street. This extension will match regulations with existing signage and current practice for this block.

 

Staff installed temporary “Y8 Permit Parking Signs” and “No Parking 8 am - 10 am Wednesday” for street cleaning on both ends of the block to allow parking until the Village Board reviews this recommendation. Staff concurs with the recommendation.

On May 11, 2021, the agenda item was presented to the Transportation Commission, which approved the extension of the Y8 overnight parking permit zone for the south side of Washington Blvd from Humphrey Avenue to Taylor Street.

 

Anticipated Future Actions/Commitments

It should be noted that the Village is in the process of creating a G.I.S. layer of all parking signage. As this process is completed and all signage is inventoried, it is likely that further recommendations will be made by Staff to match regulations with existing signage and practices.
