Overview
The Village Board approved an Independent Contractor Agreement with Nafisco, Inc. on June 20, 2023 to provide for the fabrication and installation of updated parking signage on various streets throughout the Village. The proposed Amendment to the Agreement provides for the installation of additional parking signage at various locations. The signs are already fabricated and therefore the scope of services outlined in the change order only includes the fabrication of all posts and other necessary parts as well as the labor for the installation.

Background
On May 5, 2023, the Village launched ParkOakPark. ParkOakPark or “P.O.P.” is a mobile application that centralizes various parking services, including mobile pay-by-license plate parking, permit and vehicle license sales, and parking citation payment and management. The app, powered by Passport Parking, can be downloaded from the AppStore, Google Play, or parkoakpark.org. Signage at all existing pay-by-plate parking locations throughout the community were replaced in 2023 with custom ParkOakPark signage.
The Village is nearing completion of its multi-year effort to convert legacy coin-operated parking meters to pay-by-plate parking, enabling users to pay for parking sessions at a pay station with coin or credit/debit card or via their smartphone. In 2023, the Village installed twenty-eight (28) pay stations, replacing the previous coin meters. The Village has obtained the custom ParkOakPark signs to be installed at these new locations throughout the community, however the proposed amendment to the agreement with Nafisco, Inc. will provide for the necessary parts, including custom color powder-coated sign posts and bases, as well as the labor for installation.
On June 20, 2023, following a competitive RFP process, Nafisco, Inc. was awarded an agreement to provide for the fabrication and installation of signage for the first phase of daytime restriction signage as well as the expanded overnight on-street permit parking signage. Nafisco, Inc. was also the contractor which fabricated and installed signage in 2019 for the Parking Pilot Program. In order to expeditiously launch pay-by-plate parking using the newly installed pay stations, staff requested a change order from Nafisco, Inc. to provide for the necessary parts and labor for installing the ParkOakPark signs at these locations. Staff is extremely satisfied with Nafisco’s performance and is confident the contractor can complete the work in a timely manner to avoid any delays in launching the new pay-by-plate parking locations throughout the community.
Fiscal Impact
Nafisco’s initial contract was $12,299.00 less than the amount budgeted for the project in FY 23 within account # 5060.43770.786.570707 (Street Parking, Capital Improvements). These savings can be allocated towards the proposed amendment to the agreement. The remaining $25,524.56 necessary for the proposed amendment to the agreement will be funded using available funds in account # 5060.43770.787.570707 (Parking Lots, Capital Improvements). Fund are available in this account due to cost savings and deferrals of other capital improvement projects within the parking system, as identified in the Capital Improvement Plan.

As identified in the Capital Improvement Plan, the Village is planning to finish its conversion of legacy coin-operated parking meters to pay stations in FY 25. Staff anticipates bringing forth an Independent Contractor Agreement in FY 25 to provide for the necessary parts and labor for installing signage at these new pay-by-plate parking locations.
