Background

The Village of Oak Park recognizes five organizations as partner agencies that assist with meeting Village Board goals. Two of these organizations focus on housing. The Village Board hear two separate presentations from these organizations that will highlight their accomplishments of 2025, their organization’s goals for 2026 and their funding request for 2026.

Timing Considerations

There are no specific timing considerations associated with this item.

Budget Impact

The Village provided the Oak Park Housing Authority $35,000 in 2025 under GL 1001.46211.230.585652.0000. Their 2026 request is $35,000.

The Village provided the Oak Park Residence Corporation $42,500 in 2025 under GL 1001.46211.280.585652.0000. Their 2026 request is $47,500.

Based on the feedback received by the Village Board, staff will adjust the organization’s funding for the fiscal year 2026 budget.

Staffing Impact

Neighborhood Services staff currently oversee these partner agencies. Staff do not anticipate any new or differing staffing impacts associated with the 2026 requests.

DEI Impact

The Oak Park Housing Authority administers the Housing Choice Voucher program in Oak Park, as well as operating Mills Park Tower. The Housing Choice Voucher program provides rent payment subsidies, enabling income-qualified households to lease privately owned rental housing.

The Oak Park Residence Corporation is a locally based, non-profit community development corporation that promotes Oak Park as a diverse and economically balanced community by providing high-quality multi-family rental housing at reasonable rates for households of all income levels. The Small Condo Management Program supports sound operations by condominium associations in Oak Park. These condos are a critical source of lower-cost ownership housing options in the Village.

Community Input

Alternatives

Alternative 1:

The Village Board can decide to fund the organizations at the same level of funding as received in fiscal year 2025.

Advantages:

This action could result in cost savings to the Village.

Disadvantages:

There would be impacts to the service delivery of the organizations without the adjustment in funding.

Anticipated Future Actions

Based on the feedback received by the Village Board, staff will adjust the organization’s funding for the fiscal year 2026 budget.
