Overview

The Public Works Center Locker Rooms have lockers salvaged from the previous Public Works building after a fire in 2004 that was installed in the new Public Works Center in 2007. The lockers are in poor condition and are in need of replacement. Two new Energy Star rated washing machines and electric dryers are also needed in the men’s locker room as part of this project to support a transition away from poor quality and expensive laundry service for staff uniforms.

Background

The existing lockers in the men’s and women’s locker rooms at the Public Works Center were salvaged from the previous Public Works building after the fire in 2004 and then installed in the new Public Works Center in 2007.  The lockers are approximately forty years old, are in poor condition, and do not provide secure and adequate space for staff’s belongings. The base bid for this project includes the furnishing and installation of 55 new lockers (50 in the men’s locker room and 5 in the women’s locker room), renovation of two showers in the men’s locker room, and installation of two new Energy Star rated clothes washing machines and two new Energy Star rated electric clothes dryers in the men’s locker room. The Village no longer provides laundered uniform service for staff and staff is responsible for laundering their own uniforms. 

 

Alternate No. 04 includes the installation of in-line booster fans at each new dryer vent to provide adequate exhaust for the two new dryers. The exhaust would be routed up from the locker room in the lower level to the Fleet shop on the main level and out of the Fleet shop through the roof. Without the booster fans, the dryers may not be sufficiently exhausted, which could potentially damage or shorten the life span of the dryer vent motors. Staff recommends that Alternate No. 04 is accepted. The remaining alternates could be completed at a later date. 

 

On June 7, 2023 staff issued a Request for Proposals (RFP) for the Public Works Center Locker Room Upgrades Project. The RFP was advertised in the Wednesday Journal and also posted on the Village website. A total of three (3) proposals were received. Midwest Services & Development Corp. submitted the most favorable proposal and staff recommends that the Village Board approve the Independent Contractor Agreement with Midwest Services & Development Corp. for this project. Midwest Services & Development Corp. was the contractor that completed the south fire station bunk room, locker room and restroom renovation project in 2022, and their performance, professionalism and quality of work was excellent. If approved, the total contract cost with Midwest Services & Development Corp. would not exceed $131,250.00, which includes the base bid cost of $119,000, plus $6,000 for the cost of Alt. No. 04, plus $6,250.00 as 5% contingency for unforeseen conditions. 

 

Fiscal Impact

The FY 2023 Budget includes $100,000.00 for the Public Works Center Locker Room Upgrades Project and $160,000.00 for Police Station Repairs within account # 3012-43790-101-540673 (Building Improvement Fund, Public Works- Building Maintenance, Building Maintenance). The architectural and engineering work for the Public Works Center locker room upgrades was completed by Cordogan Clark, one of the Village’s task order engineering firms. The cost to design the locker room upgrades was $16,511.25, leaving a balance of $83,488.75 for this project. The total project cost would be $131,250.00 and the difference of $47,761.25 would be covered by using a portion of the funds allocated for Police Station repairs that will no longer be completed since staff has received general direction from the Village Board that the Police Station Improvement project will be moving forward.

 

DEI Impact

Energy Star Rated electric clothes washers and dryers will be installed as part of this project.

The Village Board can delay action on this item to gain additional information.

The Village Board approved the estimated budget for this project as part of the Fiscal Year 2023 Capital Improvement Plan.
