Introduction

overview

The Engineering Division requested a proposal from TranSystems Corporation to do the Phase Two (final) design for the 2027 Ridgeland Avenue Resurfacing Project. The future resurfacing project includes street resurfacing on Ridgeland from Augusta to North Avenue, traffic signal replacement at the Division intersection, and safety improvements at multiple intersections. The future construction project is using federal funds and therefore the design must go through the formal phase one and two design process and IDOT approval.

Prior Board Action

The Board has taken the following prior actions:

                     The Village Board approved a Task Order for Professional Engineering Services with TranSystems Corporation for the Phase One Design of the Ridgeland Avenue Resurfacing Project, in an Amount Not to Exceed $112,770 on March 5, 2024 (RES 24-145)

                     The Village Board approved a Renewal of the Master Agreement with TranSystems Corporation for Professional Engineering Services in 2025 on December 3, 2024 (RES 24-386)

                     The Village Board approved a Master Agreement for Professional Engineering Services with TranSystems Corporation on September 21, 2021. (RES 21-221)

                     The Village Board approved the submission of a Federal Surface Transportation Program (STP) Grant Application for the Ridgeland Avenue Resurfacing Project on February 22, 2022 (RES 22-48)

Background

The Engineering Division requested a proposal from TranSystems Corporation (now doing business as GFT Infrastructure, Inc.) to perform the Phase II design of a resurfacing project on Ridgeland Avenue from Augusta to North Avenue. TranSystems has completed the preliminary (Phase I) design of the project and is the most qualified to perform this work. TranSystems is one of the four engineering consulting firms with a Master Agreement approved by the Village Board for doing projects via a task order procurement process.

The project is planned for construction in 2027, but since the construction project will use federal funds, the design of the project will need to be completed in late 2026 due to IDOT timelines and processes. The future resurfacing project includes street resurfacing on Ridgeland from Augusta to North Avenue, traffic signal replacement at the Division intersection, and safety improvements at the majority of the intersections within the project limits. The Transportation Commission will review and provide input on the proposed safety improvements being considered with this project. 

Timing Considerations

Adoption of the Task Order at this time will allow for the project to be completed in its desired timeframe meeting the timelines associated with the federal STP funds being used for construction.

Budget Impact

There is $45,000 available for this work in the FY2025 Budget in the Capital Improvement Fund, Public Works - Engineering, Project Engineering account no. 3095.43780.101.570706.  The remaining $262,369 needed for this work is included in the proposed FY26 Budget in the same account.

There is no staffing impact associated with this item. The item aligns with the department’s core service delivery.

Community Input

The Transportation Commission will review proposed safety and traffic calming improvements being considered in the design of this project. A public information meeting will also be held to get input and discuss the proposed project from the community.

Staff Recommendation

Adopt the Resolution.

Advantages:

                     This Resolution will allow for the completion of these needed services. 

Disadvantages:

                     This action requires the use of funds.

Alternatives

Alternative 1:

The Board can delay action to gain additional information

Advantages:

                     Board Members would be presented with the additional information they requested.

Disadvantages:

                     The timing of the eventual Board action could impact the ability to have TranSystems provide the needed services.    

Alternative 2:

The Board can vote down the item.

Advantages:

                     This action can result in cost savings.

Disadvantages:

                     If this item is voted down, there is no capacity to perform these services with existing staff in the needed timeframes which may jeopardize the federal STP funds programmed for construction.
