Overview

In 2015, the Village of Oak Park upgraded revenue control equipment for the Holley Court and Avenue garages.  This technology included new Stentofon intercoms installed in each of the parking pay stations and gating equipment. This Resolution is for the purchase of eighty-five Stentofon intercoms which would replace the existing intercoms at the Holley Court Garage, Avenue Garage, and OPRF Garage.

Fiscal Impact

The FY 2017 budget account number 5060-43770-101-570720 has $750,000 funds available. This contract would reduce the budgeted amount available by $94,875.

Background

In FY 2015, the Village Board approved a Resolution approving and independent contractor agreement with Revcon Technology Group, Inc. in an amount not to exceed $922,087 for the purchase and installation of parking garage revenue control equipment. This technology included new Stentofon intercoms installed in each of the parking pay stations and gating equipment. This technology and the new intercoms have worked well.

By using the existing service provider parking equipment and intercoms would connect together creating a streamline process. In addition, a separate resolution RES 17-629 for the installation of cabling for the intercoms by Pentegra will allow camera and intercoms to relate, thus further improving security in the garages.

Existing standalone intercoms throughout the garage have begun to need major repair work or completely failed and these failures have resulted in safety concerns.

This Resolution is for the purchase of eighty-five Stentofon intercoms which would replace the existing intercoms at the Holley Court Garage, Avenue Garage, and OPRF Garage. These intercoms would connect to the intercoms installed in 2016 resulting in a streamline process for security of the garages and improved overall safety of the three garages.

Alternatives

The board could direct staff to use Pentegra Systems for the purchase and installation of Stentofon intercoms which would cost $138,770.76 not including cabling. The cost would increase by $43,895.76 and the dynamic relation between the existing Stentofon intercoms in the parking equipment and the public safety intercoms in the garage would be lost.

New Parking Technology was approved on October 5, 2015 by the Village Board Meeting.
