Fiscal Impact
The grant amount is for $250,000 for the hiring of a testing program manager, coordinator and intern as well as hazard pay for those persons who perform the tests and funds for marketing.
Background
The COVID-19 Response Grant Program is an integral part of the State’s response to the ongoing COVID-19 pandemic. This grant program will help prevent transmission of COVID-19 through the continuation of response efforts and activities within local communities and funded through U.S. Centers for Disease Control and Prevention’s Epidemiology and Laboratory Capacity for Infectious Diseases grant.
The Health Department will be able to continue its ongoing response to the COVID-19 pandemic by using these funds to create a community testing program. These funds will allow us to hire a COVID Program Manager, COVID Program Coordinator and COVID Intern to oversee this response.
Objectives include:
• Hire 3 positions to assist with the testing program through December 31, 2022
• Upgrading the existing Health Department mobile health unit to create an all-weather, all-season responsive community testing program
• Focusing community testing in previously unaddressed populations in the Oak Park business districts, which are impacted by disproportionately high COVID-19 rates
• Hire a communications consultant to work with the Director of Communications on any targeted communications and outreach for this project
• Hazzard Pay for employees in the Health Department who work the vaccine clinics and testing sites
In addition, in a separate arrangement, the Health Department is working with the Center for Disease Control Foundation and Battelle Memorial Institute (who received a contract from the Department of Health and Human Services for the coordination of this program) along with Shield Illinois who will provide the tests and the results and reimburse the Village $8 per test to cover the cost of each test and the labor to perform each test via a temporary employment agency. The Village can terminate these agreements at any time.
