Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Annually, the Public Health Department seeks approval for the various grant funding applications it intends to seek in order to offset a portion of the total cost of providing public health services in Oak Park. Attached is a listing and overview of 13 grants being sought.

Background

The Public Health Department has historically provided public health services under grant agreements through the Village of Oak Park’s Community Development Block Grant Program, Cook County Department of Public Health, the Illinois Department of Human Services, the Illinois Department of Public Health, and the Public Health Institute of Metropolitan Chicago. All grants referenced in the attached document have been administered through the Health Department for a number of years. A general description of each grant can be found within the attached documents.

 

Fiscal Impact

Attached you will find a listing and overview of ongoing public health grants with total anticipated funding of $495,183.00. These grant funds offset a portion of the total cost of providing these services in the FY23 budget. If the Health Department does not receive any of the grant agreements, a recommendation to amend the adopted budget will be presented in order to determine if services will be reduced or fund balance appropriated.

 

DEI Impact

The Village has identified the following communities/groups as priority populations for its grant-funded activities in Oak Park: individuals without access to adequate health care, the Hispanic and African American population, individuals with developmental and intellectual disabilities, senior citizens, individuals who may be weary of virus testing, individuals with suppressed immunity, the LGBTIQA+ community, individuals who experience housing insecurity, and children. Ongoing outreach to the many facilities and programs in Oak Park that provide health and social services will continue to reach other populations.

 

The Department’s program, while serving the entire Oak Park Community, addresses the social determinants of health and prioritize outreach to those without access to adequate health care.

There are several sources of data the department uses to inform its programming. Staff utilizes data from the 2022 community health needs assessment, also known as the IPLAN, along with the collected demographic data from our vaccine clinics. In addition, the Department’s epidemiological fellow tracks data on trends in diseases and how communities are impacted.

 

The department engages priority populations through its program outreach plans, relationships with local community groups, and community coalitions.

 

Several programs addressing environmental hazards are funded by these grants, including enforcement of the Smoke Free Illinois Act, reducing second-hand smoke in residential multi-unit buildings and monitoring West Nile virus in the community.

 

The programs supported by these grants addresses populations negatively impacted by the social determinants of health in the community. The Public health department centers health equity in its work and prioritizes populations without adequate access to preventative health services. 

 

Alternatives

The Village Board can request to discuss a specific grant individually, request more information and/or delay the action on one or more of the grants.

 

Previous Board Action

In 2016, 2017, 2018, 2019, 2020, 2021, and 2022 the Village Board authorized the submission and approval of grant agreements. The Village Board approved expenditures and revenues for all referenced grants within the 2023 budget.

The Village Board will review future grant opportunities, applications, and agreements annually prior to Village Manager’s execution

 

Intergovernmental Cooperation Opportunities

Several of these grants offer the opportunity for intergovernmental cooperation, including The Cities Readiness Initiative, Public Health Emergency Preparedness, and Region 8 HIV Prevention.  Programs funded by these grants are strengthened by our partnerships with the Oak Park Township and regional coalitions that address public health issues, such as HIV prevention and governmental emergency preparedness.
