Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Competitive proposals were received on November 1st  for the Sewer Cleaning and Inspection Project.  Four contractors submitted proposals for the project. The lowest qualified proposal was submitted by Michels Pipe Services; A Div. of Michels Corporation in the amount of $82,989.95.

Fiscal Impact

The costs for this project are included in the FY2018 budget in the Water and Sewer Fund, Public Works-Sewer, Sewer Collection, External Support, for the Annual Sewer Televising program and cleaning account no. 5040-43750-781-530667 which currently has $86,922 available for this project. 

 

Background

The project consists of cleaning and television inspection of approximately 4.3 miles of sewers ranging in size from 9-inches to 4-feet diameter.  Sewer cleaning and inspection is an annual project which is used to determine sewer condition, future capital improvement needs, and to help manage the sewer system asset.  The locations of the sewers scheduled for sewer cleaning and inspection are included as an attachment.

 

The lowest cost proposal was submitted by Pipe-View LLC in the amount of $76,467.38.  The project also contains hourly rate pay items for performing heavy cleaning of sewers to remove debris or blockages as well as root cutting. Pipe-View previously performed the work in 2014 and the project was over budget by $94,444 due to these hourly rate items and dirty sewers. Due to this past experience with Pipe-View, staff recommends paying the additional $6,522 to award a contract to Michels Corporation which submitted the second lowest cost proposal, which staff is considering the lowest qualified proposal.

The alternative to this recommendation could be to delay action to gain additional information.
