The 2017 CIP Building Improvement Fund includes a roof repair project at the Main Fire Station and Village Hall identified as a priority for 2017. The project involves repairing recurring leaks at specific locations at the Main Fire Station and Village Hall.

Fiscal Impact
The FY 2017 Capital Improvement Building Improvement Fund Budget provides a total of $50,000.00 for the Main Fire Station roof repairs and $25,000.00 for Village Hall roof repairs in account no. 3012-43790-101-540673 for a total of $75,000.00 for roof repairs. To date, only $251.64 has been spent.
The proposed not to exceed amount of this contract would be $25,305.00 which includes the bid cost of $24,100.00 plus 5% for unforeseen conditions or unanticipated changes to the scope of work. The 5% is in accordance with the purchase policy regarding change orders.
This bid is for labor only. The Village will purchase the materials separately which is estimated to cost approximately $20,000.00.
Background
The Department of Public Works issued a Request for Bids on May 17th, 2017 for the main fire station and Village Hall roof repair/restoration project. A pre-bid meeting was held on May 24th. Eight contractors attended the meeting. Three bids were received on June 9th, 2017. DCG Roofing submitted the lowest responsible bid.
The roof over the administrative office space at the Main Fire Station has been leaking causing damage to the interior walls and ceilings in this area. The existing roof is a metal panel roof system and is original to the building (mid 1980’s) and has not had any repair work done previously.
The roof over the main entrance at Village Hall has been leaking causing damage to the wooden ceiling in the entranceway. The existing roof is a white membrane built-up system and is original to the building (mid 1970’s) and has not had any repair work done previously. There is a drain assembly in the center of this roof section that would be replaced as part of this project.
This bid is for labor only. The Village would be entering into a Purchase Price Agreement for the materials. Materials would be purchased from The Garland Company, the manufacturer of the materials required for the roof restoration. Garland is a member of the U.S. Communities Government Purchasing Alliance providing the Village competitive pricing through a national joint purchasing program.
References have been checked on DCG nd they appear to be a reputable roofing contractor.
