Overview

The Engineering Division requested a proposal from TranSystems Corporation to perform the engineering design and construction management services for the 2024 bridge repair project.  This project includes repairs at five bridges over I-290 for patching, joint repairs, fence and railing repairs, installation of shielding under the sidewalks and bridge deck to protect motorists on I-290, and sealing of existing concrete bridge pavements. TranSystems previously completed the bridge inspection and developed a five-year maintenance plan for keeping the existing bridges in a safe and serviceable condition and is best qualified to perform this work.

Background

Per the agreement with the State of Illinois, the Village maintains the bridge decks over I-290 for the bridges at Home, Oak Park, East, and Lombard Avenues, and the west half of the bridge at Austin Boulevard.  In 2022, TranSystems completed inspections of these bridges to determine the condition of the decks, fencing, and railings and to develop a 5-year plan for repairs and maintenance activities to keep the bridges in a safe and serviceable condition until they are ultimately replaced as part of a future I-290 reconstruction project. 

 

The inspections identified a number of expansion joints that needs to be replaced at various bridges, minor patching on Austin Boulevard, Oak Park Avenue, and Home Avenue bridges, patching on Lombard Avenue bridge, installing shielding under parts of the Oak Park Avenue bridge, and various other repairs.  A detailed scope of the proposed work is included in the Task Order.

 

The Engineering Division requested a proposal from TranSystems for completing the engineering design and construction management for a project to address these items.  TranSystems has previously designed projects for similar repairs and retrofits to bridges and is most qualified to perform this work. TranSystems is one of the four engineering consulting firms with a Master Agreement approved by the Village Board for doing projects via a task order procurement process. 

 

Pending Village Board approval of the design contract, the project is scheduled to be designed this fall and the project bid in the winter. Construction would be planned for 2024, pending the Village Board award of a separate construction contract.

There are available funds for this work in the Fiscal Year 2023 Budget in account #3095-43780-101-570706 (Capital Improvement Fund, Public Works - Engineering, Project Engineering).

Previous Board Action

On September 20, 2021 the Village Board approved a Three-Year Master Agreement with TranSystems Corporation for Professional Engineering Services with an Option to Renew the Agreement for up to Two Additional One Year Periods.
