Overview

The Public Works Department is responsible for the maintenance and repairs of street lighting and traffic control devices. When in-house staff is unavailable, or lacks the necessary equipment to perform emergency repairs or upgrades, an outside contractor is utilized to complete the work. Staff recommends a renewal of the current Independent Contractor Agreement with H&H Electric Co. that expires on December 31, 2023 for emergency street lighting and traffic control repairs. The Agreement allows for two additional one-year renewal periods. This would be the first of the two annual renewals.End

Background

Staff from the Street Services Division of the Public Works Department typically completes in-house repairs to the street lighting and traffic signal systems. When in-house staff is unavailable or lacks the necessary equipment to perform emergency repairs or improvements, an outside contractor is needed to complete the work. Typical examples of such repairs are streetlight and/or traffic signal pole knockdowns due to vehicular accidents, underground electrical cable failures due to contractors hitting and breaking the lines and, if the budget allows, assisting the Department on street and alley light outages.

 

H&H Electric has submitted a statement indicating that they intend to provide the same level of service in 2024 with a 4% increase in rates that aligns with the Agreement and Consumer Price Index (CPI) language. H&H Electric has provided a 2024 price list along with their statement of renewal.

 

In an effort to avoid delays, the Public Works Department has utilized an approved list of contractors at their proposed hourly rates. The Department’s best practice is to call out the contractor with the lowest pricing first, while taking into consideration their ability to respond and their expertise in different areas of work. Both H&H Electric Co. and Lyons Electric Company, Inc. have been selected to enter into Independent Contractor Agreements with the Village for $60,000.00 and $25,000.00 respectively. The Public Works Department has an extensive history of working with these contractors and has been very satisfied with their responsiveness and quality of work. Staff recommends that the Village Board approve the Renewal of the Independent Contractor Agreement with H&H Electric for 2024.

 

Fiscal Impact

The proposed Fiscal Year 2024 budget provides $100,000.00 for emergency street lighting and traffic control repairs for 2024 in account # 1001-43720-101-530667 (Public Works- Street Services, Street Lighting, External Support).
