Overview
The proposed renewal of the agreement provides for the service and ongoing maintenance of the revenue and access control system for the Village’s Holley Court and the Avenue parking garages in FY 2024. This is a sole source agreement since Revcon is the only Illinois dealer and servicer of the TIBA system. Timely service and maintenance of the equipment are necessary to ensure a convenient and reliable parking experience for residents and visitors to Oak Park.

Background
The Village contracts with Revcon Technology Group, Inc. to furnish and install TIBA parking access and revenue control systems in its parking garages. As the preferred vendor that was selected through the Village’s request for proposal process to provide gating, paystation, revenue control, intercoms, and license plate recognition (LPR) technology, Revcon has also been the provider of service and maintenance as the sole regional supplier of the TIBA equipment. Revcon Technology Group, Inc. has been a responsible vendor in providing these services.
Coverage provided under the service and maintenance agreement does not include any damage caused by moisture or other acts of nature or vandalism. Also, select components of the revenue and access control systems are not covered, such as occupancy signage. The Village pursues reimbursement for property damage when possible but this process often takes several months. While the Village awaits reimbursement from insurance claims, it is necessary to pay the outstanding invoices from the vendor.
To ensure the continued normal operation of the TIBA equipment, it is recommended that the vendor Revcon Technology Group, Inc. continues to be the provider of reliable service and maintenance of this equipment for the Village’s Holley Court and The Avenue parking garages for FY 24.
Fiscal Impact
The proposed FY 24 Parking Fund Budget contains $91,700.00 for services provided through this agreement, as follows:

It should be noted that the Lake & Forest parking structure’s access and revenue control system is also serviced and maintained by Revcon Technology Group, Inc. That service agreement is separately administered and invoiced by the Village’s third-party facility operator, SP Plus.

On December 5, 2022, the Village Board approved an amendment to the Independent Contractor Agreement with Revcon Technology Group, Inc. for the service and maintenance of parking access and revenue control systems at the Village’s Holley Court and Avenue parking garages for FY 22 to change the not to exceed amount from $86,300.00 to $96,800.00.
On December 6, 2021, the Village Board approved the renewal of an Independent Contractor Agreement with Revcon Technology Group, Inc. for the service and maintenance of parking access and revenue control systems at the Village’s Holley Court and Avenue parking garages for FY 22 in an amount not to exceed $86,300, authorizing its execution and waiving the Village’s bid process.

Anticipated Future Actions/Commitments
The revenue and access control systems at the Village’s Holley Court and The Avenue parking structures were installed in 2015 and are due for an upgrade. Pursuant to the adopted Capital Improvement Plan, staff intends to engage the services of a parking technology consultant in FY 24 to assess the two facilities’ specific needs for revenue and access control systems. These services will culminate in the issuance of a formal bid package to solicit bids from technology companies for installation and configuration in FY 25. Any subsequent agreements would be presented to the Village Board at a future date.
