Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Overview

The Metropolitan Mayors Caucus presented the Strategic Vision for Housing Plan (“the Plan”) to the Village Board on March 19, 2024. The Plan provides an overview of current conditions and provides a path forward relative to housing reform by identifying initiatives for sustainable housing opportunities in Oak Park.

Background

At the Village Board meeting on February 6, 2023, the Village Board approved a Professional Services Agreement between the Village of Oak Park and the Metropolitan Mayors Caucus (“MMC”) to conduct a comprehensive housing study updating the Homes for a Changing Region Report adopted on April 2, 2012, by the Village Board.  The MMC has prepared a new Strategic Vision for Housing Plan pursuant to the Professional Services Agreement. The Plan was developed to evaluate the Village’s housing policies and provide a vision and framework for the Village to pursue over the next five to ten years and beyond. MMC presented its final report to the Village Board at the Village Board’s March 19, 2024, regular meeting. Comments regarding the Plan were captured by staff and addressed in an “Information Only Memorandum” to the Village Manager which is attached.

 

Fiscal Impact

The Plan was funded per an approved budget amount of $75,000 (over Fiscal Year 2023 & Fiscal Year 2024), Development Services, Planning & Urban Design Division - External Support Account #1001.46202.101.530667.

 

DEI Impact

The Plan addresses populations who are marginalized by focusing on housing and zoning reform relative to affordability and inclusivity. The Plan is based on extensive research and data gathering by MMC which includes contributions from multiple housing agencies and community organizations as well as resident participation through surveys, focus groups, and public meetings. The Plan provides recommendations intended to advance diversity, equity, and inclusion goals.

 

Alternatives:

Staff recommends the adoption of the Resolution. Alternatives to this include:

 

1.  Do not adopt the Resolution

This alternative would prevent the implementation of the Plan’s recommendations, many of which are in alignment with the Village Board’s adopted 2024-2025 “Priorities, Key Projects & Initiatives.”

 

2.  Adopt the Resolution and Provide Staff with Additional Comments

The Village Board provided comments at the March 19, 2024, meeting during the presentation of the Plan. These comments are reflected in the Information Only Memorandum included with this agenda item. The Board could adopt the Resolution to approve the Plan and direct staff to begin the review and implementation of the Plan’s recommendations with additional comments and direction from the Board.
