Background

Each year, the Village must prepare an Action Plan to receive Community Development Block Grant (“CDBG”) funds from the U.S. Department of Housing and Urban Development (“HUD”). The purpose of the CDBG Program is to meet the needs of primarily low-and moderate-income persons. The Action Plan describes Village funding allocations for Program Year 2026 (“PY 2026”), which begins October 1, 2026. The Village will receive $1,576,219 in CDBG funding for PY 2026.

The Community Development Citizen Advisory Commission (CDCAC) reviewed PY 2026 applications, held two public meetings, and recommends specific funding allocations for numerous non-profit agencies that will carry out CDBG Public Services. These recommendations became part of the draft PY2026 Action Plan, which includes Village-operated projects, Public Works Infrastructure, Neighborhood Services housing programs, and administration.

Timing Considerations

The Village is required to submit the final PY 2026 Annual Action Plan to HUD by August 16 or risk not receiving funding for PY2026.

Financial Impact

The Village of Oak Park is an entitlement community receiving an annual grant from HUD. There is no fiscal impact on the General Revenue funds. All monies will come from the CDBG fund. The total cost of the proposed program is $1,576,219.

Operations Impact

There is no operating impact associated with this item. The item aligns with the department’s core service delivery.

DEI Impact

The CDBG program requires that each activity funded, except for administration, meets one of three national objectives. The three national objective areas are: 1) benefit to low-and moderate-income (LMI) persons; 2) aid in the prevention or elimination of slums or blight; or 3) meet a need having a particular urgency. An activity that does not meet a national objective is not compliant with the CDBG requirements.

The Oak Park CDBG program focuses on the first national objective to benefit low-and moderate-income persons. This objective includes the following eligible activities: Area benefit activities (LMA), Limited Clientele Activities (LMC), Housing Activities (LMH), and Job Creation and Retention Activities (LMJ).

Community Input

The Community Development Citizen Advisory Commission (CDCAC) reviewed applications, held two public meetings, and developed recommendations for the PY 2026 CDBG funding. There was a Public Hearing held during the last meeting. There was no formal public comment at the Public Hearing.

Staff Recommendation

Approve the Resolution.

Advantages:

                     Allows for staff to submit the Plan by the required deadline.

Disadvantages:

                     Approval commits the Village to the priorities, funding allocations, and activities identified while limiting flexibility to redirect funds without subsequent amendments.

Alternatives

Alternative 1:

Do not approve the Resolution.

Advantages:

                     Provides the Board time to review and discuss funding allocations and priorities proposed in the Action Plan.

Disadvantages:

                     Impacts staff’s ability to submit the plan to HUD by the August 16, 2026, deadline and leave projects and programs unfunded.

Anticipated Future Actions

After the Board approves the Resolution approving the PY 2026 Annual Action Plan, the Plan will be submitted to HUD on or before the August 16, 2026, deadline.
