Overview

The applicant, 427 Madison Street, LLC, is proposing to construct six, four-level townhomes with roof access facing Madison Street. The application will include three zoning variances relative to a reduction in the rear yard setback, a reduction in the side yard setback and an increase in height. Townhomes require special use approval in the MS-Madison Street Zoning District.

Background

The property located at 427 Madison Street is a zoning lot approximately 52.40’ x 133.20’ located at the southwest corner of Madison Street to the north and Elmwood Avenue to the east. The lot is currently vacant. The property was formerly occupied by a gas station. The applicant is proposing to develop the lot with six (6) residential townhouses along Madison Street. The project units will contain four levels consisting of a garage at ground level, living-space level, bedroom level, and a penthouse roof access level. Each garage consists of two spaces for each townhouse. The garages will be accessed via a driveway from Elmwood Avenue. All six units will front on Madison Street.

The proposed project provides the benefit of additional housing stock within the community. It may provide housing options for existing residents and/or attract new residents to the community.

Citizen Advisory Commission Action

The Zoning Board of Appeals held a public hearing on June 5, 2024. No one testified in opposition to the requested special use permit. However, resident Anna Johnson submitted a letter to the ZBA requesting that the proposed townhouses undergo an architectural review by the Historic Preservation Commission or an architectural review consultant. The neighbor directly south of the proposed development attended the hearing to better understand the application. No comments were made.

 

The Zoning Board of Appeals recommends approval of the application and ratified its findings of fact by a 4 in favor and none against. A video of the meeting is available here: <https://www.oak-park.us/your-government/citizen-commissions/commission-tv>

 

The Zoning Board of Appeals also approved the following variation requests: 1) a reduction of the rear yard setback from a required 25 feet to 15 feet-8 inches, inclusive of the alley, along the west lot line, 2) a reduction of the side yard setback from a required five (5’) feet to zero (0’) feet along the south lot line, and 3) an increase in height maximum from a required 35 feet to 40 feet-6 inches.
