Overview
In 2022, the Village applied for Metropolitan Water Reclamation District (MWRD) grant funding to help fund the construction of permeable alleys and Parking Lot 10. The Village of Oak Park recently received notice of award of $500,000 from MWRD for their Green Infrastructure Partnership Program for construction of four (4) permeable alleys and Parking Lot 10 in 2024. The Intergovernmental Agreement (IGA) defines the terms and conditions of the funding program.

Background
The Village of Oak Park recently received notice of award of $500,000 from MWRD for their Green Infrastructure Partnership Program for construction of four (4) permeable alleys and Parking Lot 10 in 2024. In 2022, the Village applied for MWRD funding to help fund the construction of permeable alleys and Parking Lot 10. Staff identified these two projects that were already included in the 5-Year Capital Improvement Plan that fit with the grant’s objectives and also are located in areas with sandy soils which allows for cost-effective installations of permeable pavements. Lot 10 is located north of North Blvd between Marion and Forest and was already scheduled for reconstruction due to its pavement condition.
Per the terms of the IGA, design of the alleys and Parking Lot 10 will need to be complete by the end of 2023. Construction of these must occur in 2024 or the Village will lose these grant funds. The grant requires the design of the alleys and parking lot accommodate capturing 217,600 gallons of stormwater in any given rain event. The Village will need to maintain these permeable pavements for a period of at least 25 years per the IGA.
There is a separate item on tonight’s Village Board meeting agenda for an Amendment to the Task Order with Edwin Hancock Engineering Co. to start the design of the four (4) green alleys. Edwin Hancock is already designing the 2024 alley project and can best accomplish this design work for the green alleys. Staff is currently in the process of sampling and evaluating soil conditions at locations where alleys were already planned for replacement based on pavement conditions to determine exact locations for the four (4) permeable alleys. Locations with sandy soils are chosen since they allow for the most cost-effective installations of permeable pavements since the soils can readily absorb stormwater.
Staff will present an item at an upcoming Village Board meeting for a Task Order for the design of the Parking Lot 10 project. The Parking Lot 10 project is planned to also include sidewalk improvements, lighting and electrical improvements, and landscaping improvements. Construction of Lot 10 would likely start in the spring of 2024, pending Village Board approval of a construction contract.
Fiscal Impact
The requested Fiscal Year 2024 Budget will include construction costs for the permeable alleys and Parking Lot 10 construction in the relevant Main CIP Fund and Parking Fund accounts. The MWRD funds will cover approximately 40.2% of the construction costs related to the permeable pavements in an amount not to exceed $500,000. Construction of the four (4) alleys is estimated at $700,000 using about $280,000 in MWRD funds and the Parking Lot 10 pavement work is estimated at $625,000 using about $220,000 in MWRD funds.
DEI Impact
The IGA requires that 20% of the work related to the $500,000 in MWRD funds on these projects be performed by Minority-owned Business Enterprises (MBE) and/or women-owned Business Enterprises (WBE).

There is a separate item on tonight’s Village Board meeting agenda for a Resolution approving an Amendment to the Task Order for Professional Engineering Services with Edwin Hancock Engineering Co. for Design and Construction Engineering Services for Alley Improvements in 2023, to Change the not to Exceed Amount from $281,312 to $315,000.
Staff will present a Task Order at an upcoming Village Board meeting for the design of the Parking Lot 10 project.
Per the terms of the IGA, the FY24 Budget will include the necessary funds to construct the green alleys and the Parking Lot 10 project.
