Overview
The Engineering Division has been working with Chastain & Associates to provide permit plan review and inspection services for the Public Works Department. There have been a higher number of permit applications than anticipated and additional large permit applications for small cell installations and utility relocations which have required additional hours and costs above the contract value of $175,000. The amendment increases the agreement amount by $30,000 which will provide for enough hours for permit reviews and inspections till the end of the year.

Fiscal Impact
The FY2022 Budget does not include funds for this change order. Pending Village Board concurrence, a future Budget Amendment to transfer the $30,000 needed for this change order will be presented to the Village Board to transfer $30,000 from unspent funds in the General Fund, Public Works - Engineering, Transportation, External Support for traffic calming consultant support account no. 1001-43700-723-530667 to the General Fund, Public Works - Engineering, External Support account no. 1001-43700-101-530667.
Background
Due to a higher-than-anticipated amount of permit applications received in 2022 and the complexity of permits associated with large utility relocations and small cellular equipment, additional hours for permit reviews and administration will be required from the Engineering Division’s consultant, Chastain & Associates beyond what is included in the original agreement to continue with their services for the remainder of the year. The anticipated amount needed for the change order is $30,000.
Alternatives
The alternative to this recommendation could be to delay action to gain additional information.
Previous Board Action
At the December 6, 2021, regular meeting, the Village Board approved a Professional Services Agreement with Chastain & Associates LLC for Permit Plan Review and Inspection Services for the Public Works Department in an amount not to exceed $175,000.
At the December 7, 2020, regular meeting, the Village Board approved a Professional Services Agreement with Chastain & Associates LLC for Permit Plan Review and Inspection Services for the Public Works Department in an amount not to exceed $150,000.
At the January 27, 2020, regular meeting, the Village Board approved an Agreement with Chastain & Associates LLC for Permit Plan Review and Inspection Services for the Public Works Department.
At the March 18, 2019, regular meeting, the Village Board approved an Agreement with Chastain & Associates LLC for Permit Plan Review and Inspection Services for the Public Works Department.
