A Resolution Approving an Amendment to the Project Budget for Emerson Development to include the Costs for a Water Main Installation in the Amount of $88,000

Overview

Overview

The Redevelopment Agreement for the Emerson Development did not include the costs for replacing the entire length of water main on North Boulevard from Harlem to Marion Street.  This work was included in the approved plans to extend the limits of improvement of the water main on North Boulevard beyond the frontage of the development site in order to replace the existing aging water main and connect to the existing water system at Harlem Avenue and Marion Street.

Body

Staff Recommendation

Approve the Resolution.

Fiscal Impact

There are $660,000 of funds included in the FY2017 Budget in the Water and Sewer Fund, Water Distribution, Capital Improvements, account no. 5040-43730-777-570707 to pay for the replacement of water mains associated with the Emerson Development.

Background

The Redevelopment Agreement (RDA) for the Emerson Development identifies the replacement of 250 feet of the water main on North Blvd along the frontage of the development as a Village of Oak Park cost.  The RDA does not consider any replacement of water main on North Boulevard beyond the development’s frontage.

The replacement of the water main on North Blvd between Harlem and Marion was included in the approved plans for construction in order to replace the older water main dating from 1909 and to realize the full benefits from the increased flow of a new water main which would not be achieved if it were only replaced along the frontage.  Older water mains, in addition to being brittle and corroded, have a buildup of mineral deposits which reduces the diameter of the pipe restricting the flow of water.  Replacing only a portion of the pipe would not improve flow rates to the surrounding area.

Funds were included in the FY2017 budget to pay for this work since the RDA assigned the replacement of all water main costs on North Boulevard as Village responsibility.  The work at the development is substantially complete and staff is recommending amending the project budget to include the $88,000 for this water main work in order to reimburse the Developer.
