Prior Board Action

The Board has taken the following prior action(s):

                     On December 3, 2024, the Village Board approved RES 24-361, approving a Professional Services Agreement with Securitas in an amount not to exceed $717,031 for the Parking Garage Structures and $76,519 for Village Hall.

                     On October 16, 2023, the Village Board approved RES 23-295, approving a Professional Services Agreement with Securitas in an amount not to exceed $819,000 for the Parking Garage Structures and $78,000 for Village Hall.

                     October 11, 2022: Resolution 22-247 approving a Professional Services agreement with Securitas.

Background

The Village owns and operates several public parking structures that serve Downtown Oak Park, the Hemingway District, local businesses, and nearby residential and institutional uses. These facilities experience extensive daily activity, including high transient turnover and long-term permit utilization, creating the need for dedicated on-site security staff. Security personnel enhance safety, support customer needs, assist with pay stations and equipment, conduct patrols, interface with Parking Enforcement Officers, and provide rapid response to incidents such as trespassing, loitering, property damage, and individuals seeking shelter.

The Village issued a request for proposals for security staffing services on October 10, 2025. Addendum No. 1 introduced a mandatory requirement for a contractor-provided full-size patrol vehicle and extended the proposal deadline. Addendum No. 2 provided detailed responses to contractor questions after reviewing the scope.

Village staff received eight proposals and evaluated each based on technical competence, staffing reliability, municipal experience, supervisory strength, incident reporting capability, and customer service alignment. After evaluating all eight proposals, Staff is recommending to continue a new agreement with Securitas, given the demonstrated highest operational readiness and maintained strong performance under the current agreement.

Timing Considerations

This new contract would take effect January 1, 2026.

Budget Impact

In the proposed Fiscal Year 2026 budget, there are sufficient funds allocated in the General Fund and Parking Enterprise Fund for the contract.

The Parking allocations are covered by the following three accounts.

5060.43770.784.530660 - 25 percent of contract cost to Avenue Garage
5060.43770.783.530660 - 15 percent of contract cost to OPRF Garage

The Village Hall allocation is covered by the Neighborhood Services budget, under the account 1001-46214-101-530667.

Staffing Impact

There is no impact to Village staffing levels, this aligns with existing customer service structure.

DEI Impact

The contractor is required to comply with the Village’s Human Rights Ordinance and living wage requirements under Chapter 13 and Section 2-6-20 of the Village Code. The Professional Service Agreement includes nondiscrimination language consistent with municipal and state law, reinforcing expectations for equitable employment and adherence to wage standards.

Community Input

There has been no community input given in relation to this item.

Staff Recommendation

Staff recommends approval of the Resolution, despite Securitas not being the lowest-bidder.

Advantages:

                     Maintains continuity with a vendor familiar with Village operations and expectations.

                     Strengthens customer service and visible presence within high-use facilities.

                     Provides flexibility in addressing after-hours, emergency, and facility-specific needs.

                     Reduces transition risk during a period of sustained activity in the Village’s garages and administrative buildings.

Disadvantages:

                     Contracted staffing represents a significant operational expenditure.

                     Industry-wide security staffing challenges may require ongoing monitoring and oversight.

                     Vendor turnover or onboarding cycles may temporarily affect coverage levels.

Alternatives

Alternative 1:

Award to a different contractor that submitted a response to the request for proposals.

Advantages:

                     May provide reduced cost depending on the selected vendor.

                     Allows consideration of a different staffing model or operational approach.

Disadvantages:

                     Transition may disrupt coverage, scheduling, and coordination with the new vendor.

                     Some bidders may not meet vehicle, training, or supervisory expectations established in the addenda.

 

Alternative 2:

Reduce or eliminate contracted security services and encourage staff to explore internal staffing coverage.

Advantages:

                     Cost savings to the Parking Enterprise Fund and General Fund.

                     Potential opportunity to reallocate funding to internal staffing or technology improvements.

Disadvantages:

                     Reduced visibility and customer support within public facilities.

                     Increased safety concerns, slower response to incidents, and higher operational burden placed on Parking & Mobility, Police, and Public Works.

                     Potential increase in facility misuse, damage, or policy violations without on-site monitoring.
