Background

At its October 21, 2025 meeting, the Village Board approved a grant agreement with the Illinois Environmental Protection Agency (ILEPA) to support the purchase of an electric semitruck for the Public Works Department. Under this agreement, ILEPA will fund 75% of the total project cost, including the vehicle and the required Level 2 charging equipment. Because the grant is structured as a reimbursement, the Village must allocate the full project cost upfront.

As part of the 2026 Vehicle Replacement Fund, the Board authorized staff to allocate up to $103,375 toward the project. Staff is now requesting an additional $294,216.06 to fully cover the necessary upfront expenditures. Once the project is completed, ILEPA will reimburse the Village for the $294,216.06 drawn from fund balance, and those funds will be returned to the fund balance upon receipt.

Timing Considerations

The estimated time required for assembly of electric semi-truck is 6-8 months. Delays in action may delay the timeline of the delivery of the vehicle.

Budget Impact

The total cost for the purchase of one (1) electric semitruck is $397,591.06.

 

Funding in the amount of $103,375 is currently available in the Fiscal Year 2026 Public Works Fleet Vehicle Replacement Fund (Account No. 3032.43900.858.570750). The remaining project cost for the electric semi-truck will be covered through a reimbursement grant awarded to the Village. A firstquarter FY2026 budget amendment will be submitted to authorize the additional $294,216.06 required to complete the purchase. Upon receipt of the reimbursement, the corresponding funds will be returned to the fund balance.

Operating Impact

Staff spent approximately 10 hours completing the grant application, 20 hours preparing vehicle and charging specifications, and does not anticipate significant hour differences for vehicle maintenance compared to traditional gas vehicles.

DEI Impact

This electric semi-truck will primarily drive on routes in EPA-designated non-attainment areas for air quality. Using zero-emissions vehicles in non-attainment areas can assist in improving air quality and conditions outside for people who reside in non-attainment areas.

Community Input

There has been no community input given in relation to this item.

Staff Recommendation

Approve the Resolution.

Advantages:

                     This action supports efforts to reduce Village fleet emissions.

                     This action replaces an outdated vehicle with a newer vehicle that does not produce tailpipe emissions.

Disadvantages:

                     This action requires the expenditure of funds. While a majority of funds will be reimbursed by the State, the Village is still required to provide a match.

Alternatives

Alternative 1:

The Board can reject the resolution.

Advantages:

                     This action can save funds allocated for the match for this grant.

Disadvantages:

                     The Village has already entered into an agreement with the State to purchase an electric semi-truck.

                     This action is not in alignment with Village goals.

Alternative 2:

The Board can delay action and request additional information.

Advantages:

                     The Board will be provided with the requested information.

Disadvantages:

                     A delay in action may result in pushing back the overall timeline for the equipment purchase.

Anticipated Future Actions

Staff anticipates the electric semi-truck will be built 6-8 months after the agreement is executed with the vendor.
