Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. Since August 2018, Eggen Consulting Group has been providing technical and administrative support to the Public Works, Water & Sewer Division.  This current agreement will expire on September 23, 2021.  Staff is recommending executing a new two-year agreement.

Funds for these services are available in Water & Sewer Fund, External Support, account no. 5040-43730-101-530667.

 

The Eggen Consulting Group, Inc. has proposed a very competitive rate for consulting engineering.  A proposal for these services is attached.

 

Services will average just over 30 hours per week for a not-to-exceed total of $145,000.00 for the first-year term and $150,000.00 for the second year.

 

Background

The Public Works Department, Water & Sewer Division had been without a Superintendent from July 2018 until February 2021.  After several attempts at recruiting there had been no qualified applicants to fill this position.  In the interim, the Village reached out for assistance to provide technical and administrative support for this position. 

 

James Eggen, President of Eggen Consulting Group, Inc. and former City of Joliet Director of the Department of Utilities filled the role of Interim Water & Sewer Superintendent beginning in August 2018.  He provided assistance with the preparation of the annual Water & Sewer fund budget as well as other technical and administrative duties including preparation of a large meter testing program and development of water loss strategies and projects.

 

In September 2019, the Village entered into a two-year Professional Services Agreement with  Eggen Consulting Group, Inc. to continue in the same capacity since a new Superintendent had not been hired.  The Village hired a Water & Sewer Superintendent in February 2021.  Mr. Eggen has transitioned from managing the Water & Sewer Division to managing special non-revenue water projects and other lead abatement projects.

 

The work assigned to Mr. Eggen includes assisting in the design of a Water Loss Control Program, which includes oversight of the large meter testing program, fixed base automatic meter reading, implementing the residential meter replacement program, water meter shop development, lead water service line replacement, water meter resizing and upgrading, assisting in developing of the Pumping Station Capital Improvement projects as well as day to day assistance and guidance to the Water & Sewer division staff and customer support.

 

The Water & Sewer Division supervisory staff is relatively new to the water industry.  Mr. Eggen has been providing a valuable service to the Department and brings unique expertise that is rarely found in consulting firms.  Staff proposes to continue this agreement for these services.

The Board can delay action to gain additional information.
