Background
The Village has been working with Christopher B. Burke Engineering (CBBEL) for the last two years to provide permit plan review and inspection services for private permit work that impacts the public right of way. The Engineering Division previously requested a renewal of the current agreement for CBBEL to continue providing these services for the remainder of 2024 per the terms of the existing agreement, this request would extend the contracted services through the end of 2025. The existing agreement allows for up to two additional one-year renewals. This would be the second renewal.
CBBEL is proposing to use the same staffing as they have been providing. They provide a combination of more experienced staff that previously served as the Village Engineer for the Village of Oak Lawn, as well as less tenured staff. This combination of staffing allows for an efficient and cost-effective way of administering permit reviews and inspections. CBBEL provides these services on a part-time basis typically about three equivalent days per week. Services will average 16 to 24 hours per week for a not-to-exceed total of $165,000.00 for Jan 1 to December 31, 2025. CBBEL staff works both in the Public Works building and remotely for these services.
Fiscal Impact
The proposed Fiscal Year 2025 Budget includes $225,000 for consultant support for permit and inspection services in the General Fund, Public Works - Engineering, External Support account no. 1001-43700-101-530667 for this work.
