Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. Temporary construction easements are necessary to construct temporary entrances to the parking lot serving the 150 S. Oak Park property. This Resolution authorizes the Village to acquire the required easements and authorizes the Village Manager to execute the associated documents for obtaining these easements.

Background

The proposed Oak Park Avenue streetscape project includes replacing the sidewalk up to the building face along Oak Park Avenue in the Hemingway Business District. This work will disturb the two existing driveways for the parking lot for the 150 S. Oak Park building. These are the only entrances to this parking lot. This easement will allow the Village to construct two temporary entrances off of the alley to the east of the building to allow uninterrupted access to the property during construction. 

The Village has been working with the property owner to secure this easement. The easement is being donated to the Village at no cost but obligates the Village to remove portions of the existing fencing along the alley frontage and construct the new entrances to the property. At the end of the project, these areas are to be returned to pre-project conditions. The estimated cost of this work is $15,000 and will be paid for by the Oak Park Avenue Project. 

This resolution approves the temporary easements for the 150 S Oak Park Avenue Property. In order to comply with Federal laws, the Village is required to fairly compensate property owners based on the fair market value of the easement areas for any easements not donated.    

Timing Considerations

Adoption at this time will allow for the project to advance on a s suitable timeline.

Financial Impact

This easement is being donated and the work necessary to construct the temporary entrances and restore the area after the project is already accounted for in the Oak Park Avenue Streetscape project.

This proposed item is a core service responsibility of the Public Works Department.

Staff Recommendation

Adopt the Resolution, which will allow for construction of this project to move forward on its desired schedule.

                     Approval of the easement will allow for the construction project.
