Overview

The telephone copper service is a component of the Village’s radio communication system and essential for Fire, Police, and Public Works operations. Peerless Network, Inc. (formerly Call One Inc.) has been providing radio circuit service on a month-to-month basis until this Village’s system is migrated to West Suburban Consolidated Dispatch Center’s (WSCDC) StarCom radio system. The proposed agreement extends this arrangement through April 2024.

Background

The telecommunication sector has been actively transitioning away from outdated copper services, opting not to renew or establish new contracts in that realm. As a result, the current service arrangement with Peerless Network, Inc operates on a month-to-month basis. All Village telecommunication services have been migrated away from the copper service except for the radio system, which still plays a critical role in supporting emergency and daily operations for departments including Fire, Police, and Public Works.

 

WSCDC has a legacy radio service and is migrating to StarCom radio, a project that will incorporate the Village’s radio service. The migration project has encountered delays for various reasons and WSCDC is now projecting the completion of this project by the end of 2023.

 

This unforeseen delay has implications, requiring adjustments to future budget allocations or the reclassification of funds within the Information Technology Department’s telecommunications budget. Given the service's indispensable contribution to day-to-day activities and the uncertainties related to supply chain and potential delays, we are seeking authorization to extend this arrangement until April 2024. We maintain regular communication with WSCDC regarding the progress of their StarCom migration project.

 

Fiscal Impact

The 2023 Budget includes $212,500.00 in account # 1001-410400-101-540690 (Information Technology, Telecommunication Charges). There are sufficient unencumbered funds in the IT External Support, account number 1001.41040.101.530667 and staff will submit a budget reallocation amendment of funds for $20,000.

Previous Board Action

On July 19, 2021, the Village Board adopted RES 21-78 (“A Resolution Approving Various Service Agreement with Call One Inc. to Provide Voice and Date Circuit Services in a Total Amount Not to Exceed $146,000, Authorizing Their Execution and Waiving the Village’s Bid Process for the Agreement”).  Call One Inc. has since been acquired by Peerless Network Inc.
